Europe’s drought cuts crop forecasts as heat strains farms and rivers
Persistent heat and water shortages are cutting Europe’s crop prospects and putting pressure on farms, livestock operators and grain transport routes, according to European Union monitoring and field reporting published in late July and August.
The European Commission’s Joint Research Centre published its latest JRC MARS crop-monitoring update on July 27, 2026. It revised winter-crop yield forecasts down by 1% to 4% and put the outlook for total cereals at about 1% below the five-year average.
The reductions were larger for summer crops. Forecasts for grain maize and sunflowers fell by 6% to 7% as repeated heatwaves shortened crop development, depleted soil moisture and affected flowering.
What the EU forecast changed
The JRC said repeated heat accelerated ripening and brought forward the harvest of winter crops. That shortened the grain-filling period, limiting the time plants had to develop grain before harvest.
For summer crops, exceptional heat and limited rainfall depleted soil moisture, constrained biomass growth and harmed plants during flowering. The JRC identified serious heat and soil-moisture stress in parts of France, Germany, Austria, Slovakia, Czechia, Hungary and western Romania.
The figures are monitoring-based yield forecasts, not final harvest results. They can change as harvesting proceeds and as weather conditions develop. The JRC also reported mixed conditions across Europe, including more favorable prospects in Türkiye, so the update does not mean every crop or region has suffered major losses.
Farm effects are already visible
Associated Press reporting published August 13 documented the effects at farm level. In the Netherlands, potato growers in some areas began harvesting about a month early. Farmers expected smaller potatoes, and irrigation restrictions limited access to water in parts of the country.
One Zeeland farmer told AP that his harvest could be about one-third below average even with permission to irrigate. The account illustrates how heat, dry air and water limits can reduce crop size before final production figures are available.
In Bosnia and Herzegovina, which is outside the European Union, farmers reported severe corn damage. One farmer told AP he expected a yield of about 1.5 to 2 tons per hectare, compared with 6 to 7 tons in stronger years. That country-level account is separate from the JRC’s EU forecast but shows that the same heat and moisture stresses extend beyond the bloc.
AP also reported livestock-feed pressure in Hungary. When pasture and locally grown feed deteriorate, livestock operators can face higher costs even before any broad change in consumer prices is demonstrated.
German reporting by Deutsche Welle provided another example of timing-related damage. An agricultural expert said heat during corn flowering left some plants unable to form cobs, a failure that can sharply reduce yields.
Low rivers add a logistics problem
Drought is affecting the movement of agricultural goods as well as their production. AP reported record-low water levels on parts of the Danube, disrupting grain transport, congesting terminals and contributing to a buildup of crops awaiting movement or storage.
That creates different pressures across the rural economy: smaller or earlier-harvested potatoes, tighter livestock-feed supplies and reduced capacity to move grain by river. A crop can remain physically available while becoming more difficult or expensive to transport.
Markets remain resilient, but uncertainty is rising
The European Commission’s summer 2026 short-term outlook described EU agricultural markets as broadly robust. It also warned that weather, animal disease, fertilizer and energy costs, trade tensions and other supply-chain risks could affect production and producer margins.
That market context does not establish that the current drought has already caused a continentwide food shortage or a confirmed increase in European food prices. For U.S. consumers and businesses, the nearer-term relevance is through imported food products, animal feed, grain markets and the reliability of European suppliers.
What to watch next
The next scheduled JRC MARS crop-monitoring update is August 24, 2026. It could show whether persistent heat and dryness led to additional forecast reductions, but those further losses remain a risk rather than a confirmed result.
Final harvest data, river conditions, irrigation restrictions and feed-market information will help determine how much of the current crop risk becomes a lasting rural-economy impact.
