The city announced the revised plan Aug. 26. Weekday lunch parking will remain free from 11 a.m. to 2 p.m. Monday through Friday, including at the new Arts District Parking Garage at 1421 S. Casino Center Blvd. The city will not implement a proposed expansion of free parking before 11 a.m. or a proposed paid-parking period from 10 p.m. to midnight.

What the city withdrew

The Oct. 1 changes were part of a broader parking plan that drew objections from Arts District business owners and other local stakeholders. The city said it heard from artists, residents, employees, business owners and property owners before rolling back the planned changes.

The decision does not permanently settle all future parking policy in the neighborhood. It removes the previously announced changes while construction conditions and the district’s parking needs continue to be evaluated.

What employees and visitors will pay

Area employees can seek subsidized monthly permits for $10 in the 500-space Arts District Parking Garage planned for 1421 S. Casino Center Blvd. The same $10 monthly rate will be available for employees using designated 10-hour on-street parking spaces.

The employee rate is scheduled to remain in place through the Charleston Boulevard storm-drain project’s currently estimated completion date of Jan. 1, 2028. That date is an estimate, not a guaranteed final completion date.

Visitors will continue to have free weekday lunch parking from 11 a.m. to 2 p.m. under the revised city plan. Drivers should not assume that all Arts District spaces are free, however. Monthly parking on privately owned lots will increase to $50, according to the city.

Areas north of Charleston Boulevard that had been proposed for paid street parking will remain free through completion of the storm-drain project. The city is also exploring a possible parking-validation program with Arts District businesses, but no validation program has been approved or put into operation.

Why the construction schedule matters

The Charleston Boulevard storm-drain project is a central factor in the city’s decision. Las Vegas said it wanted to avoid parking changes that could worsen conditions for businesses while construction continues.

The city’s fiscal 2026-2030 capital improvement plan identifies a 500-space Arts District parking garage near East Utah Avenue and Casino Center Boulevard as part of efforts to address parking congestion. The newer Aug. 26 city announcement controls the current parking details and the withdrawn Oct. 1 changes.

What to watch next

The city said it will continue evaluating parking needs, expanding available options and communicating with stakeholders. It also plans to work with Arts District businesses to explore parking validation. Rates, access rules and other options could be revisited as construction progresses.

For now, employees should look to the $10 monthly garage and designated on-street permit options, visitors can use free weekday lunch parking from 11 a.m. to 2 p.m., and drivers should not expect the withdrawn pre-11 a.m. free-parking expansion or the proposed 10 p.m. to midnight paid period to begin Oct. 1.
