<p>Until the council acts, the county contribution remains a proposed 10-year commitment. The announcement does not establish that the full $25 million will be appropriated or paid at once.</p>
<p>The requested state contribution is also separate from the county proposal. Baltimore County and the Ravens have asked the Maryland Department of Commerce for an additional $25 million; that request is not an approved state contribution.</p>
<h2>What the proposal is intended to do</h2>
<p>The stated purpose is to retain and improve the Ravens’ headquarters and training presence in Baltimore County. The Owings Mills site serves as the team’s headquarters and training complex, making it a major sports-business facility in the county.</p>
<p>If approved and carried out, the county proposal could support construction and facility investment at the Owings Mills site while helping preserve the Ravens’ headquarters presence in the county. It would also commit county resources to improvements planned over a decade, with possible state support dependent on the separate Commerce Department request.</p>
<p>The proposal therefore has two distinct steps ahead: Baltimore County Council consideration for the county funding and a decision on the separate state request. The county announcement did not establish a construction schedule, final project cost or the amount Maryland might ultimately provide.</p>
<p>For now, the clearest governmental next step is council consideration of the proposed county contribution. The Ravens’ continued presence at the Owings Mills headquarters is the stated goal of the plan, but the funding and facility work remain subject to the actions that follow.</p>
