SMBC, part of one of Japan’s largest banking groups, chose Charlotte after what officials described as a nationwide search. The city said the new headquarters will be in Uptown. Mecklenburg County said the investment tied to the project is expected by fall 2027.

The City of Charlotte also said SMBC plans to hire about 1,800 employees locally, with the rest expected to relocate to Charlotte. That would build on the company’s existing regional office presence here, where the city said SMBC already employs about 160 full-time workers.

Officials described the Charlotte operation as including executive leadership, middle management, associate, and analyst roles. That matters because it suggests the project is aimed at high-skill banking and operations work, not a single back-office unit with one narrow function.

How the incentive package works

The public-policy piece to watch is the state’s Job Development Investment Grant, or JDIG. North Carolina approved a package that can reimburse SMBC up to about $70 million over 12 years. But that is not an upfront lump-sum subsidy.

Under the state’s description of the program, JDIG is a discretionary, performance-based incentive used when North Carolina is competing with other locations. In this case, the governor‘s office said payments would happen only after the Departments of Commerce and Revenue verify that SMBC actually met its job creation and investment targets.

That distinction matters. Residents should think of the incentive as a pay-for-performance tool tied to hiring and investment benchmarks, not guaranteed cash handed over on day one.

Why this matters for Charlotte

Charlotte has long marketed itself as a major banking center, and this announcement reinforces that strategy. Officials explicitly tied the win to the city’s finance talent base and its ability to attract international employers.

For the local economy, the headline is not just the number of jobs but the pay level attached to them. State officials said the average salary for the new positions is projected at roughly $165,316, well above the countywide average wage cited in the state announcement. That does not mean every role will pay that amount, but it does show the project is being sold as a high-wage expansion.

In practical terms, the near-term local effects are more likely to show up in recruiting, office demand, and competition for finance talent than in any immediate citywide change to housing or tax bills. Those downstream effects are still uncertain and should not be assumed from the announcement alone.
