<p>The meeting is an important checkpoint for a city-owned redevelopment site that has already received more than $45 million in city and Community Redevelopment Agency investment. It is not, by itself, final approval of a development agreement, land sale, zoning change, construction schedule or completed financial package.</p>
<h2>Where Bimini East is located</h2>
<p>Bimini East is in the South Cape CRA, south of Cape Coral Parkway and bounded by Coronado Parkway and Tarpon Court. City materials describe the redevelopment area as approximately 22 acres, while earlier acquisition and demolition records referred to smaller groupings of parcels assembled by the city.</p>
<p>The city bought mostly residential properties and cleared obsolete structures to create a larger redevelopment site. The South Cape CRA redevelopment plan lists an approved purchase amount of $40,279,504 and expenditures of $44,076,499. A May 2026 CRA progress report listed an approved project budget of $45,474,013 and expenditures to date of $45,220,929.</p>
<p>Those figures come from different official reporting documents and stages of the project. They should not be read as a final estimate of all future costs.</p>
<h2>What the proposal could include</h2>
<p>The city’s stated vision calls for a walkable, mixed-use waterfront district with ground-floor retail, upper-level residential or hospitality uses, public gathering areas, outdoor dining, art-enhanced streetscapes and pedestrian connections to nearby South Cape destinations.</p>
<p>According to the <a href="https://www.capecoralbreeze.com/news/breaking-news/2026/07/27/bimini-east-development-proposal-to-come-to-council/">Cape Coral Breeze</a>, the concept prepared for the council workshop comes from Bimini Basin Redevelopment Company and lead developer Crown Development. The proposed program includes hotels and lodging, medical and office space, retail and entertainment uses, apartments and townhomes, structured parking, a marina and other community amenities. The presentation describes a total project investment of about $500 million.</p>
<p>The concept also calls for a “reimagined” Four Freedoms Park with a public lawn or event space, a bandshell, a waterfront promenade and marina access. The existing playground could be relocated within the broader development area. Those details remain part of the proposal and should not be treated as an approved park plan.</p>
<h2>What council members and residents should watch</h2>
<p>The council discussion will matter to taxpayers, nearby businesses, residents and property owners because the proposal could determine how public land and CRA resources are used to shape growth in the South Cape.</p>
<p>Key questions include how public access would be guaranteed, how parking and traffic would be handled, what infrastructure improvements would be required, and how much height and density the site could support.</p>
<p>The proposal also includes potential financial assistance, including a recommended 95% tax-increment financing rebate through September 30, 2042, up to $5 million in impact-fee credits, demolition reimbursement provisions and a shared-cost contribution toward a pedestrian promenade. The exact terms, conditions and approval process remain important because they could affect future city revenue, spending obligations and the public return on the property.</p>
<p>The South Cape redevelopment plan identifies high-quality mixed-use and commercial redevelopment as a policy goal. Bimini East is therefore both a proposed development and a test of how Cape Coral uses public investment to encourage private growth.</p>
<h2>What happens next</h2>
<p>The July 29 meeting is scheduled for 9:30 a.m. in City Council Chambers at 1015 Cultural Park Blvd., following a Cape Coral Community Redevelopment Agency meeting. Based on the available presentation materials and local reporting, council is expected to evaluate and discuss the concept plan and related term-sheet information.</p>
<p>Any final development agreement, property conveyance, financing arrangement, permits, site plans and construction timeline would require additional action and approvals. Residents and businesses should look for those details in the council record and future public meetings rather than assuming the workshop completes the project.</p>
