In Gloucester, the draft comes as the city continues planning work connected to housing and zoning responsibilities under Massachusetts Chapter 40A, Section 3A.</p>
<p>That state zoning provision is identified in the city’s planning materials as an ongoing responsibility. The city’s Planning Board page says Gloucester is working with RKG Associates on zoning districts related to Section 3A, providing a separate planning and review pathway for housing and zoning issues.</p>
