What the county approved

The Board of Supervisors authorized a cooperative funding agreement between Los Angeles County and the City of Industry. It also authorized adoption of the project plans and specifications on file.

The project is being administered through Los Angeles County Public Works. The department describes its municipal-services role as including infrastructure work and coordination with contract cities, providing the public-works framework for county-administered municipal projects.

The county agenda states that the agreement would have no impact on the County General Fund. City of Industry funds are committed through the jurisdictional cost share identified in the agreement.

Bids due in August 2026

Contractors must submit bids before 11 a.m. on Aug. 18, 2026. That deadline marks the next known step for the project after the county’s authorization of the agreement and project specifications.

The action does not mean construction has started. A final construction award and start date have not been established in the county action described here.

The project’s movement into bidding could affect traffic, freight movement, access and public infrastructure around Valley Boulevard as the work advances. The county action does not include a detailed construction-phase traffic-control plan, so specific detours, lane restrictions or other work-zone effects are not yet identified.

The project’s name links the work to the Avocado Heights, San Jose Hills and Valley Boulevard areas, while the funding agreement specifically identifies the City of Industry as a participating jurisdiction. The county documents do not establish that the entire project is within the city’s boundaries.

For now, the key dates are the July 21 authorization and the Aug. 18 bidding deadline. The estimated contract range and the City of Industry’s $1.11 million share will shape the project’s funding as the county moves toward selecting a contractor.

NYC Health + Hospitals published a corrected competitive-sealed-bid notice on July 2 for the project, titled “Elmhurst Hospital, Entryway Renovation.” The procurement’s identification number is PIN 33202207.

The notice establishes procurement activity, not a construction start or final project award. The available records do not identify a selected contractor, project cost, construction schedule or expected effect on hospital entrances, services or traffic.

Requirements for bidders

Only prospective bidders who attended one of two mandatory pre-bid meetings, scheduled for July 14 or July 15, could submit bids under the official notice. The contract also requires compliance with the NYC Health + Hospitals Project Labor Agreement.

The notice says contractors may subcontract no more than 75% of the contract price. They must provide at least 25% of the labor requirement with their own employees.

For bids of $500,000 or more, the notice sets a 27% participation goal for minority- and women-owned business enterprises, or MWBEs. That requirement could affect the way eligible contractors assemble teams and create potential opportunities for local MWBE firms and subcontractors, although the records do not establish that any particular Elmhurst business will receive work.

Additional bidding activity

A GovTribe opportunity listing reported that Vernon Construction & Development was seeking MWBE and service-disabled veteran-owned business, or SDVOB, subcontractor and supplier proposals for the hospital project. The listing gave Aug. 3 at 5 p.m. as the subcontractor proposal deadline.

GovTribe also reported a final-bid date of Aug. 27, 2026. That date comes from the secondary listing rather than the official City Record notice, whose stated bid deadline is Aug. 5 at 1:30 p.m. The two records therefore describe different stages or deadlines in the reported bidding activity and should not be treated as proof that a contract was awarded.

What residents can expect next

For residents, patients, hospital workers and nearby businesses, the project is located at the hospital’s main Elmhurst campus and may bring construction activity and subcontracting opportunities if it advances. The labor agreement and MWBE provisions are part of the procurement requirements for contractors.

At this stage, however, no verified source establishes when construction would begin, how long the renovation would take, what it would cost or whether access to the hospital would change. The next official milestone identified in the packet is the Aug. 5 bid deadline.
