What WHO added—and what EUL means in practice

In its news release, WHO said the EUL procedure assesses the quality, safety, and performance of essential health products based on the evidence available at the time, while meeting minimum international standards—especially for low- and middle-income countries.

WHO framed the listing as a way to accelerate access to reliable diagnostic tools for early case detection, timely clinical care, surveillance, and outbreak response. Still, an EUL listing is not instant deployment everywhere. Real-world impact depends on operational capacity: laboratories must be accessible, samples must be collected and transported, and suspected cases must be able to move into isolation and response workflows.

Outbreak status as of July 15: confirmed cases and deaths climbing

WHO’s Disease Outbreak News update reported that, as of July 15, 2026, the Democratic Republic of the Congo had recorded 2,124 confirmed cases and 828 deaths.

WHO said cases had been reported from 46 health zones and that the outbreak remained active in 38 health zones, with cases reported within the prior 21 days. It also emphasized that parts of the rise reflect scale-ups in surveillance, testing, and diagnostic capacity.

Why better confirmation matters: diagnosis is difficult without lab testing

WHO noted that early symptoms of Bundibugyo virus disease (BVD) can be non-specific, which can delay detection. It also said differentiating BVD from other endemic febrile illnesses—including malaria—is challenging without laboratory confirmation using methods such as PCR and antigen- or antibody-based assays.

WHO’s outbreak-control approach relies on rapid case identification, isolation and care, contact tracing, safe burials, and strong community engagement. It reiterated that no approved vaccines or specific treatments currently exist for BVD.

Operational strain: more testing and treatment capacity, but access problems persist

In remarks accompanying the EUL update, WHO’s Director-General said testing capacity had grown to 10 laboratories set up closer to communities, and that contact tracing had improved, with four in five contacts being followed up.

WHO also said treatment capacity had expanded to about 650 beds across 22 health centres, with about 96% of beds occupied—and WHO said it was working to add another 300 beds.

But WHO linked the remaining gaps to outbreak conditions in the field. In its DON613 update, WHO said security incidents affecting health facilities were creating additional operational challenges—such as restricted access for response teams, disruption of surveillance and response activities, and an increased risk of undetected transmission. WHO also described attacks on treatment centres in Ituri that resulted in deaths and patients fleeing.

Independent context: AP reports at least 930 deaths

Independent reporting from Associated Press on July 20 described the Ministry of Health figures on fatalities. AP said at least 930 people had died, with 37 new deaths recorded in a 24-hour span. AP also reported deaths were recorded out of 2,344 confirmed cases as of Saturday.

AP further described how safety concerns in Ituri have restricted parts of the response, alongside attacks on health facilities and health worker walkouts over payment issues—factors that underline why testing tools alone can’t stop transmission without secure access to patients and continuity of response work.

What to watch next: WHO said additional EUL applications for BDBV in vitro diagnostics are under review and described a joint validation effort intended to rapidly evaluate diagnostic performance in outbreak settings. The next WHO situation updates should help show whether expanded testing capacity is translating into faster, more reliable confirmation and better case-handling turnarounds.
