Croatian police said the 46-year-old Ukrainian national was arrested on the morning of August 19, 2026, at a tourist facility in the Pula area. The arrest followed a European arrest warrant issued by Germany’s Federal Court of Justice in Karlsruhe for the purpose of conducting criminal proceedings.

The Croatian police notice did not name the suspect. German authorities and reporting have identified him as Vladimir Z. The arrest is not a finding that he committed a crime, and no court has found him guilty.

What happened in Croatia

After the suspect was questioned by Croatian prosecutors, the County Court in Pula ordered him held in pretrial detention on August 20. The detention is intended to secure his availability while Croatian authorities consider whether the European arrest warrant can be executed.

The detention order is separate from the eventual surrender decision. The defense plans to appeal the detention order and has said it will challenge surrender to Germany, arguing that German authorities are relying on the same facts and legal characterization previously rejected by a Polish court.

HRT reported that the defense has three days after receiving the written detention decision to appeal. The extradition process will not proceed to a final surrender decision before the detention appeal is resolved, according to the suspect’s lawyer.

What Germany alleges

German prosecutors allege that Vladimir Z. was a trained scuba diver and one of the people who attached explosives to Nord Stream 1 and Nord Stream 2 in September 2022. A German prosecutor’s office spokesperson told Reuters that the warrant described the allegations initially as an explosion and also cited unconstitutional sabotage.

The pipelines were damaged by undersea explosions near Denmark’s Bornholm island on September 26, 2022. Nord Stream 1 had carried Russian natural gas to Germany, while Nord Stream 2 had not entered service.

A separate Ukrainian suspect, identified by German prosecutors as Serhii K., has already faced proceedings in Germany in the same investigation. The current case adds another jurisdiction to an inquiry involving Germany, Croatia, Poland and alleged activity in the Baltic Sea.

How the European arrest warrant works

The European arrest warrant is a judicial surrender mechanism used by European Union countries for prosecution or enforcement of a custodial sentence. It replaced the longer, more politically driven extradition process previously used between EU member states.

Under the system, judicial authorities in the country where a person is found review the warrant and any applicable grounds for refusing surrender. The European Commission says the executing state generally must make a final decision within 60 days of the arrest. If the person consents to surrender, the decision is generally due within 10 days. Appeals and other legal questions can affect the practical timetable.

The process also protects procedural rights, including access to a lawyer, information about the warrant and an interpreter where required. The Croatian court is reviewing whether the legal conditions for surrender are met; it is not conducting a trial on whether the Nord Stream allegations are true.

What happens next

The next visible steps are the defense appeal against detention and a later Croatian judicial decision on whether the European arrest warrant can be executed. Extradition has not been decided and is not guaranteed.

If Croatia authorizes surrender, Germany’s courts and prosecutors would handle the criminal case. If Croatia refuses surrender, the legal and investigative consequences would depend on the reasons for that decision and any further proceedings. In either event, the Croatian detention order itself is only a procedural measure, not a merits ruling.

The case shows how an investigation involving alleged sabotage of critical infrastructure can move across several legal systems. For the public, the immediate question is not whether Germany has already proved the allegations, but whether Croatia will allow Germany to take custody of the suspect so that the German criminal process can continue.
