<h2>Who may qualify</h2>
<p>The People First programs serve eligible residents and households across Pinellas County, except for properties located in the City of St. Petersburg, which has a separate disaster-recovery funding allocation. Properties in Pinellas Park are generally within the county program’s service area, subject to individual eligibility rules.</p>
<p>Applicants must document their storm connection, household income, housing status and eligible expenses. The county also checks for duplication of benefits, meaning assistance received from another state or federal program for the same purpose may affect an award.</p>
<h2>Homebuyer assistance can reach $80,000</h2>
<p>The Homebuyer Assistance Program is intended for storm-impacted residents moving from renting into homeownership. Basic requirements include having lived in Pinellas County during Hurricane Idalia, Helene and/or Milton, not owning another home, meeting the program’s current income limits of up to 120% of Area Median Income, and obtaining a first-mortgage commitment for a minimum 30-year fixed-rate mortgage.</p>
<p>The maximum award is <strong>$80,000</strong>, including eligible down-payment and closing-cost assistance. The award is structured as a five-year forgivable mortgage. Recipients must occupy the home as their primary residence and maintain the required insurance coverage during the five-year period.</p>
<h2>Renter relief can reimburse up to $15,000</h2>
<p>The Disaster Relief Reimbursement Program is for eligible renters who experienced property- or job-related financial hardship tied to the hurricanes. The program generally requires household income at or below <strong>80% of Area Median Income</strong> and eligible expenses incurred within the program’s stated time window.</p>
<p>Eligible expenses may include rent, mortgage or utility payments for up to six consecutive months. The maximum award is <strong>$15,000</strong>. Applicants are processed on a first-come, first-processed basis for the relevant applicants, but an application is not an assurance of payment.</p>
<h2>How to apply before the cutoff</h2>
<p>Applications can be started online, at a People First intake center or by phone. The centers are open Monday through Friday from 8 a.m. to 5 p.m. at 2600 McCormick Drive, Suite 100, in Clearwater, and 5000 Park Street North, Suite 4, in St. Petersburg. Applicants can also call <strong>727-606-3307</strong> during those hours.</p>
<p>Residents should gather identification, income records, proof of residency and other program-specific documents before applying. Homebuyer applicants should be prepared to provide documentation related to their current housing and mortgage eligibility. County materials encourage eligible residents to apply as soon as possible rather than waiting until the final hours.</p>
<p>Submitting a new application by 11:59 p.m. Friday, July 31, preserves the opportunity for county review after the deadline. Applicants must still meet the program’s eligibility, documentation and duplication-of-benefits requirements.</p>

<p>On its own, a four-home build is not a citywide housing fix. But it is a clear example of how Oklahoma City is trying to move federal housing dollars into targeted neighborhoods, pair them with buyer assistance, and turn infill lots into ownership opportunities instead of leaving them empty.</p>
<h2>How the project works</h2>
<p>The homes are being built by Positively Paseo, also known as Oklahoma City Housing Services Redevelopment Corporation. The Journal Record reported that the project is backed by about $800,000 in HOME funding tied to the city’s affordable-housing pipeline.</p>
<p>City planning documents place the homes in the Community Housing Development Organization, or CHDO, program, which is used to build homes for sale to lower-income buyers. The city’s 2025-29 Consolidated Plan and 2025-26 Action Plan says Positively Paseo is slated to receive roughly $800,000 for four new homes in Capitol Hill and that the homes are to be sold to buyers earning less than 80% of area median income.</p>
<p>The Journal Record said the homes are expected to land in the low $200,000 range, around $200,000 to $220,000, depending on the floor plan. That should be treated as anticipated pricing, not final listing terms.</p>
<h2>Who may qualify</h2>
<p>The buyer target is households at or below 80% of area median income. On the city’s current Homebuyer Assistance page, that translates to posted income caps such as $62,550 for a two-person household and $78,150 for a four-person household.</p>
<p>Eligible buyers may also be able to use Oklahoma City’s down payment assistance program. The city says assistance can reach up to $18,000, with up to another $5,000 available for an interest-rate buydown when needed to make payments affordable.</p>
<p>That does not mean every buyer automatically gets the full amount. The city says assistance is based on need and underwriting. And this HOME-funded assistance is not limited to first-time buyers, a point that matters because city materials specifically say the program does not have a first-time-homebuyer requirement.</p>
<p>Buyers still need to qualify for a mortgage from a lender. City program rules say recipients must secure a fixed-rate first mortgage, and they must complete homebuyer education with a HUD-certified counselor before receiving assistance.</p>
<h2>Why Capitol Hill matters here</h2>
<p>This project is not in Capitol Hill by accident. The site sits inside Oklahoma City’s Strong Neighborhoods Initiative, which focuses public and partner investment on selected neighborhoods instead of spreading small amounts of money across the whole city.</p>
<p>The city’s Strong Neighborhoods Initiative materials say Capitol Hill has been one of the program’s active neighborhoods since 2018. The strategy combines housing work with broader neighborhood revitalization efforts, which helps explain why a small four-home project can matter beyond the lot itself. It shows the city is trying to line up housing production, buyer assistance, and place-based planning in the same area.</p>
<h2>What residents should watch next</h2>
<p>The next practical questions are straightforward: when final marketing begins, what the finished homes are priced at, what lender and buyer qualification details are attached, and whether Oklahoma City repeats this kind of small infill model elsewhere in Capitol Hill or other Strong Neighborhoods Initiative areas.</p>
<p>For renters or working households trying to buy, the local takeaway is simple. This vacant site is becoming four for-sale homes aimed at buyers who may not be able to cover a conventional down payment on their own. For the city, it is a test of whether targeted, smaller-scale projects can create realistic ownership openings in neighborhoods the city has already chosen to prioritize.</p>
