FMCSA announced the removal on June 23, identifying the affected provider as Truckstaff ELD, the device name as TRUCKSTAFF ELD, the model as TRKSF and the ELD identifier as TRS227. The agency said the provider failed to meet minimum requirements under Title 49 CFR Appendix A to Subpart B of Part 395.

The action applies only to carriers and drivers using that specific device. It does not affect every motor carrier or every electronic logging device.

What affected carriers must do

FMCSA says carriers using TRUCKSTAFF ELD must discontinue it and temporarily record required hours-of-service information with paper logs or compliant logging software. They must install a compliant ELD that appears on FMCSA’s current Registered Devices list before August 23, 2026.

Carriers should verify the exact device model and identifier before deciding whether the notice applies to their operations. FMCSA’s ELD program site provides the agency’s current registered-device list and later updates.

Why August 16 matters

August 16 is the start of the roadside enforcement guidance. FMCSA says safety officials who encounter a driver using the revoked device on or after that date should cite the driver for the applicable no-record-of-duty-status violation and place the driver out of service in accordance with the Commercial Vehicle Safety Alliance’s criteria.

That date is separate from the August 23 replacement deadline. Before August 23, FMCSA had encouraged officials not to cite drivers solely for the specified electronic-logging violations because they were using the revoked device. Instead, officials were told to review paper logs, compliant logging software or the device display as a backup method for checking hours-of-service data.

Beginning August 23, FMCSA says a motor carrier that continues using the revoked device will be considered to be operating without an ELD. The agency also says the device could return to the registered list if the provider corrects all identified deficiencies.

Part of a broader 2026 removal effort

The TRUCKSTAFF action is one of several ELD removals announced by FMCSA in 2026. The agency announced the removal of 10 devices on July 9 and five devices on August 6, citing failures to meet the same minimum federal requirements.

FMCSA’s public notice identifies noncompliance with minimum requirements but does not detail the individual technical deficiencies that led to the TRUCKSTAFF removal. Carriers should therefore rely on the agency’s registered-device list and formal notices rather than assume that another device from the same provider is affected.

For companies that use TRUCKSTAFF ELD, the immediate priorities are to preserve accurate hours-of-service records, move drivers to an approved interim method and secure a registered replacement before August 23. Failure to do so could create roadside enforcement exposure and operational downtime, although no broader freight disruption has been established.

What operators should do now

Affected fleets should arrange the replacement before Sept. 8, install and test the new equipment, train drivers on the replacement system and preserve the required hours-of-service records during the transition. FMCSA says carriers and drivers should use the registered-device list when selecting a compliant replacement.

During the 60-day replacement window, affected operators may discontinue use of a revoked device and record required hours-of-service information with paper logs or compliant logging software, subject to the rules that apply to their operation. What happens before and after Sept. 8

Before Sept. 8, safety officials are encouraged not to cite an operator solely for using one of the revoked devices if the driver can provide the required hours-of-service records through paper logs or logging software. Officials may also use the device display as a backup for reviewing the data.

After the 60-day replacement window ends on Sept. 8, continued use of a revoked product can be treated as operating without a registered ELD. That can expose the carrier and driver to violations and possible out-of-service action.

Who is covered

The immediate impact falls on motor carriers, independent owner-operators, commercial drivers, inspectors and freight operations using one of the 10 products. The broader ELD rule does not apply to every commercial vehicle or operation.

According to FMCSA’s ELD FAQ17, exemptions and exceptions can include drivers using the short-haul timecard exception, drivers who are required to prepare records of duty status no more than eight days in any 30-day period, certain drive-away-tow-away operations and drivers of vehicles manufactured before model year 2000. Drivers and carriers should confirm whether their specific vehicle and operation are covered before deciding what records are required.

ELDs are used to document drivers’ hours of service and help safety officials review compliance records. For operators using one of the revoked products, the practical deadline is Sept. 8, 2026: replace the device with one on FMCSA’s registered list and verify that the new system is functioning before the deadline.
