The development effort could shape one of the community’s largest future land-use decisions. The site’s eventual use may affect commercial and residential activity, public-safety and infrastructure planning, traffic, jobs and the local tax base. At this stage, however, the village has not announced an approved redevelopment project.

Planning comes before a project

Houseal Lavigne Associates was hired to develop a redevelopment model rather than to carry out a finalized construction plan. Devin Lavigne described the model’s purpose as supporting marketing and communicating what types of proposals the village would consider consistent with its character and intent.

That means the current step is an effort to define and present an opportunity, not a final decision about housing, retail, offices or another specific use. The approved reporting does not identify a selected developer, an approved project, a financing package or a construction date.

The approximately 100-acre figure is the reported description of the site and should be confirmed against the village’s planning materials. The property is the former Spring Hill Mall site in West Dundee, Kane County.

Public safety and nearby infrastructure

The redevelopment discussion comes as village officials have also said Public Safety Center 2 is too small to accommodate both fire and police. The facility was built in 1986. That concern is part of the community’s broader planning context, but the approved information does not establish that a replacement public-safety center will be part of the mall-site redevelopment.

Separately, the Kane County Division of Transportation lists an infrastructure project at Randall Road and Illinois Route 72 involving West Dundee, Sleepy Hollow, Elgin and unincorporated Kane County. Construction was awarded in October 2025. The project includes a 10-foot paved multi-use path on the west side of Randall Road, with completion scheduled for the end of the 2026 construction season.

That road project is a separate transportation effort; the approved sources do not state that it is part of the mall redevelopment. Together, the land-use planning and nearby transportation work underscore why future proposals for the former mall property will matter to commuters, nearby residents and local businesses.

What happens next

West Dundee’s immediate next step is to use the redevelopment model to market the site and invite proposals that match the village’s stated goals. No deadline for proposals, developer selection or construction has been identified in the approved source packet.
