										<content:encoded><![CDATA[<p>The <a href="https://department.va.gov/homeless/" rel="nofollow noopener" target="_blank">Department</a> of Veterans Affairs has created a new national program that may help homeless veterans overcome immediate barriers such as hunger, missed medical care, transportation problems and difficulty finding housing or work.</p>
<p>VA announced the program on August 14, 2026. It follows an implementation notice published in the <a href="https://public-inspection.federalregister.gov/2026-15301.pdf">Federal Register</a> on July 29 under Section 403 of the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act.</p>
<p>The program is not an automatic benefit or an unrestricted cash payment. VA medical centers will directly provide or pay for approved goods and services after a clinician determines that assistance is necessary for an individual veteran.</p>
<h2>How the $29 million is divided</h2>
<p>VA says up to $11 million may be used for direct goods and services. Examples include meals, groceries, shelter or rental-related support, utility payments, clothing, blankets, hygiene items and essential household goods.</p>
<p>The implementation notice also lists possible help with security or utility deposits, moving costs, short-term storage, essential furniture, cookware, cleaning supplies and hotel or motel stays. VA may provide a smartphone, tablet, disposable phone or related service plan when a clinician determines that technology is needed to maintain contact with service providers, prospective landlords or family members.</p>
<p>Up to $18 million may be used for transportation contracts. Transportation assistance may cover travel to medical and mental-health appointments, counseling, housing or employment searches, legal appointments, emergency or interim housing and places to obtain food and supplies. The Federal Register notice says assistance could include public-transit vouchers or purchased rideshare services.</p>
<h2>Who may qualify</h2>
<p>The covered populations are homeless veterans and veterans participating in HUD-VASH, the joint Department of Housing and Urban Development and VA program that combines rental assistance with VA case management and supportive services.</p>
<p>Being in one of those groups does not guarantee assistance. VA must determine that the veteran meets the applicable definition of a covered veteran and that the requested help is necessary.</p>
<p>The Federal Register notice says clinicians will consider whether assistance could prevent or lessen continued homelessness, loss of housing, hunger, hypothermia, poor hygiene, unemployment, missed health care or service appointments, social isolation, or worsening physical and mental health symptoms.</p>
<p>VA clinical staff, primarily social workers, will evaluate each veteran’s circumstances in real time. The type, amount and frequency of assistance may therefore differ from one veteran to another.</p>
<h2>When assistance begins</h2>
<p>VA expects medical-center assistance to begin in early fiscal 2027. The agency also said it expected to award transportation contracts by September 2026. That date was a VA projection in the August 14 announcement, not confirmation that the awards had already been completed.</p>
<p>The authority is temporary and ends September 30, 2027. The Federal Register notice says funds may be used only to directly purchase or pay for supplies or services; they may not be given to veterans or other parties to spend on VA’s behalf.</p>
<p>Shelter assistance also cannot duplicate housing payments or subsidies covering the same period through programs such as HUD-VASH, Supportive Services for Veteran Families or Grant and Per Diem. The new authority is intended to address documented gaps alongside those existing programs, not replace them.</p>
<h2>How veterans can seek help</h2>
<p>Veterans who are homeless or at imminent risk of homelessness can call the <a href="https://www.va.gov/homeless/nationalcallcenter.asp">National Call Center for Homeless Veterans</a> at <strong>877-424-3838</strong>. VA says the call center is available around the clock and can connect veterans with local assistance and information about homelessness programs.</p>
<p>The next milestones to watch are transportation contract awards, medical-center rollout guidance and VA reporting on how assistance is distributed. The program’s reach will depend on those implementation decisions and on the authority remaining in place through September 30, 2027.</p>
