Housing and public-space proposal

Canal Crossing would include 508 homes, with 102 income-restricted homes. The affordable homes would account for about 20% of the total and are described as available to households earning at or below 50% of area median income.

The proposal also includes a new 33,000-square-foot Garfield Park and nearly 20,000 square feet of commercial and retail space. Its initial public-realm component would extend the Morris Canal Greenway toward Berry Lane Park.

The location beside the Garfield Avenue light-rail station places the housing, open-space and retail elements at an existing transit stop. The city identifies the project as part of its Bergen-Lafayette development plans.

Financial agreement still requires further action

The financial agreement had cleared first reading but was still under council review in June. First reading is not final approval, and the source material does not verify whether a second-reading vote occurred by Aug. 3, 2026.

City figures project about $1.9 million in first-year city revenue from the project, compared with roughly $65,000 currently. Those figures are projections rather than confirmed revenue.

The solicitation, announced July 15, 2026, calls for a mixed-use, mixed-income development with apartments, at least 20 percent affordable housing, commercial or retail space, public areas and improvements around the station. What NJ TRANSIT is asking developers to consider

The Bayonne parcel currently contains two surface parking lots directly south of the 34th Street station. NJ TRANSIT’s proposed program includes housing alongside ground-floor commercial or retail space, commuter parking, bus connections and public-realm improvements.

The solicitation also identifies bicycle and micromobility improvements, streetscape work, accessibility features and clearer wayfinding as part of the station-area concept. The goal is to connect the development more effectively to the light-rail station and surrounding transportation options.

The governor’s announcement said the 34th Street station records approximately 1,484 weekday boardings. That figure provides context for the site, but it does not guarantee that a future development will increase ridership or change service levels.

Why the Bayonne site matters in Union City

Union City’s Bergenline Avenue station is part of the same Hudson-Bergen Light Rail system. NJ TRANSIT’s system map shows the line connecting Hudson County communities including Bayonne, Jersey City and Hoboken, with links to PATH, buses, ferries and other regional services.

That network connection does not mean Union City will receive new housing, parking, bus service or station upgrades from the Bayonne solicitation. It does mean the project could become a useful comparison point for residents and local officials evaluating what station-area development should provide elsewhere in Hudson County.

Questions to watch include whether new housing is paired with practical station access, how much commuter parking remains, how buses and bicycles are handled, and whether public space and accessibility improvements are included in the final plan. The answers could influence regional expectations for future transit-oriented development, although one project will not determine NJ TRANSIT’s broader capital or service decisions.

The next deadlines are for developers, not construction crews

NJ TRANSIT issued a request for qualifications and proposals, known as RFQ/P No. RE26-952, seeking a qualified development partner. A Notice of Intent is due by 4 p.m. Eastern time on August 18, 2026. Proposals are due by 4 p.m. on September 23, 2026.

After that process, residents should look for a selected development partner, a more detailed site plan, affordable-housing details, parking plans, transit-access commitments and any required municipal approvals. Those later steps will determine whether the concept advances and what it would actually deliver.

For Union City, the Bayonne project is best understood as an early test of how NJ TRANSIT-owned land might combine housing, transportation access and station amenities. Its regional lessons may become clearer as the solicitation moves from a development opportunity toward a potential project.
