Fiscal year 2026 ended June 30, 2026, and fiscal year 2027 began July 1. According to the Idaho governor’s office, final General Fund collections were approximately $171.9 million above the Division of Financial Management’s revised forecast and about $19.2 million above the Legislature’s forecast. After statutory transfers and reversions returned unspent funds to the General Fund, approximately $250 million will transfer into the fiscal year 2027 General Fund.

Why Idaho finished with more cash

The year-end balance reflected several factors, including stronger-than-forecast collections, statutory transfers, reversions of unspent funds and spending reductions. Idaho also issued more than $910 million in individual income-tax refunds during the fiscal year, according to the governor’s office.

The result came after reductions affecting most state agencies and programs. Idaho Statesman reporting from Idaho Capital Sun said most agencies and programs faced reductions of about 4% in fiscal year 2026 and 5% in fiscal year 2027. Those enacted expenditure adjustments are separate from the governor’s fiscal year 2027 executive budget recommendation, which called for a 3% ongoing General Fund reduction in agency budgets.

The balance is not a new spending package

The approximately $250 million is an available cash balance for the fiscal year 2027 General Fund. The year-end announcement does not assign the money to a specific agency or program, and it is not a new tax refund. Future spending decisions would have to proceed through Idaho’s budget and appropriation process.

That distinction matters for residents and state workers. A larger year-end balance does not by itself restore services reduced during the prior budget cycle, restart transportation projects, raise state employee pay or increase funding for schools and wildfire response.

Idaho’s fiscal year 2027 executive budget was built around maintenance-only budgeting and a restrained spending approach. The FY 2027 Executive Budget Book described a balanced plan with a projected $25 million ending balance and reserves above 20% of General Fund revenues. It also said the governor was not recommending a change in employee compensation for fiscal year 2027 because of the revenue outlook.

What happens next

State agencies must submit fiscal year 2028 budget requests by September 1, 2026. The requests are expected to remain focused on maintaining current operations rather than seeking broad restoration of prior reductions.

Officials have identified several areas that could receive attention if additional money is available, including employee compensation, transportation projects that were delayed, public schools and wildfire response. Those are priorities under consideration, not final fiscal year 2028 appropriations.

The next steps will include agency submissions, the governor’s executive budget recommendations and legislative decisions during the 2027 session. Residents, school districts, public employees and communities waiting on transportation or wildfire resources will need to follow those decisions rather than treat the year-end balance as committed funding.

What Idaho residents should watch

The September 1 agency-request deadline is the first major checkpoint. After that, the state’s executive budget and legislative appropriations will determine whether any portion of the available balance supports pay, schools, transportation, wildfire readiness or other services.

Idaho enters fiscal year 2027 with more General Fund flexibility than officials had anticipated at the end of the prior budget year. It remains a constrained budget environment, however, shaped by tax reductions, slower revenue growth and recent agency spending adjustments.
