A July 13 report from FOX 8 described flooding concerns and business demands for improvements along Metairie Road. The report gives the project immediate relevance for businesses, residents, commuters and property owners who rely on the corridor.

But the available records show funding authorization for planning and construction—not completed drainage work, money already spent or a confirmed construction schedule.

What the state project covers

Louisiana capital-outlay records identify the project as “Metairie Road Drainage Improvements.” The listed limits run from Causeway Boulevard to Focis Street, covering a defined section of the Metairie Road corridor.

The state documents identify $6.46 million in reauthorized Priority 5 non-cash line-of-credit funding for planning and construction. The Louisiana House Fiscal Division’s fiscal year 2025-26 Priority 5 analysis also identifies the amount and the project’s approval context through the State Bond Commission process.

That status matters because capital funding can support the next stages of a project without establishing that design is finished, bids have been solicited, a contractor has been selected or construction has begun.

Key questions remain unanswered

The records reviewed for this report do not establish a public start date or completion date. They also do not provide enough detail to determine the project’s final cost, construction sequence, expected lane closures, utility work, business-access plans or measurable flood-risk reduction.

Those details will matter on a corridor where construction could affect deliveries, customer access, traffic flow and daily commutes. Residents and businesses will need future notices from the responsible state and parish agencies to understand when work may begin and how it will be staged.

The project also should not be confused with separate Jefferson Parish road-bond work listed in an April 8 status report. That parish report describes related road activity near the Metairie Road and Causeway corridor, but the state-listed drainage project and parish road projects are not automatically the same undertaking.

Why Jefferson Parish matters

Jefferson Parish identifies Metairie as an unincorporated community and census-designated place rather than an incorporated city with its own municipal government. Jefferson Parish is therefore the key local institution for resident-facing coordination involving access, traffic, drainage work and related public-works questions.

The state records establish the funding framework, while parish officials and project notices are expected to provide the practical information residents and businesses need: design updates, procurement activity, construction sequencing, temporary closures and coordination with nearby road projects.

For now, the clearest takeaway is limited but significant: Louisiana has authorized a drainage project for a specific Metairie Road corridor, and recent flooding has increased pressure for visible progress. The next important developments will be official documentation showing what has been designed, procured and scheduled—not simply that funding exists.

The city announced the agreement July 16. Separately, Louisiana lawmakers created the West End Economic Development District through Act 590, formerly House Bill 892. The law took effect July 1, 2026.

What Act 590 creates

Act 590 establishes the West End Economic Development District as a political subdivision within parts of Orleans and Jefferson parishes. The district is intended to give the two governments a shared structure for planning and managing redevelopment at the site.

The district will be governed by a five-member board. The law assigns appointments to officials from Jefferson Parish and New Orleans, but the board’s formation and appointments remain important next steps.

The district’s legal powers include entering contracts and cooperative agreements, as well as acquiring property by purchase, gift, grant, donation or lease when needed to carry out its objectives. Those powers could support proposal requests, negotiations with potential developers and future property agreements.

A possible tax is not yet in place

Act 590 authorizes the district to levy and collect a sales and use tax of up to 2 percent within its boundaries. The law provides authority for a future tax; it does not impose an adopted tax automatically.

The statute says the tax would be imposed by a resolution of the district board. The City of New Orleans also says voter approval would be required. Residents should therefore treat the tax as a possible later measure, not a current increase in the cost of purchases.

The eventual use of any tax revenue, along with the project’s financing and public costs, has not been determined.

What happens next

The next milestones are the district’s formation, board appointments and the start of a proposal process. WDSU reported that officials expect the district could begin accepting proposals and select one in early 2027, but that timing is an expectation rather than a firm deadline established by the agreement or the statute.

Local reporting has described possible community preferences for restaurants, recreation and other lakefront uses. Those ideas are not committed plans. No developer, selected proposal, construction schedule or completed project has been announced.

What remains undecided

The agreement gives New Orleans and Jefferson Parish a structure for making future decisions, but it does not settle what will be built at West End. The final design, developer, costs, financing, infrastructure responsibilities, public benefits and construction timeline all remain open.

For residents and nearby businesses, the next meaningful change will be the creation of the joint board and the release of any formal request for redevelopment proposals. Those documents should provide the first detailed indication of what officials are seeking and what financial commitments may be required.
