Ohio approved a $2 million Roadwork Development Grant release for Glenwood Road improvements tied to a planned OPmobility manufacturing facility in Rossford, including a roundabout, a west-leg roadway and infrastructure intended to accommodate heavy-truck traffic.

The Ohio Controlling Board approved a $2 million state road-grant release on June 8, 2026, for infrastructure supporting a planned OPmobility manufacturing facility in the City of Rossford, Wood County.

The funding is being released to the Wood County Port Authority through Ohio’s Roadwork Development Grant program. State records tie the project and state assistance to a commitment for 541 planned full-time-equivalent jobs. Those positions are a project commitment, not jobs already filled.

Glenwood Road work is tied to the plant site

The approved roadwork includes a roundabout on Glenwood Road at the southeast corner of the OPmobility project site and a roadway constructed from the west leg of the roundabout that would continue west.

According to the state approval record, the improvements are intended to accommodate increased heavy-truck traffic serving the OPmobility plant. The west-leg roadway is also intended to provide access that could support future development of adjacent lots.

The approval authorizes the release of funding; it does not establish that construction is complete or that the facility is operating. This project also should not be confused with separate Rossford roadway projects involving Buck Road and Glenwood Road or SR 65 and Bergin Street.

Tax credit approved separately

The road grant is separate from a state job-creation tax credit approved June 1 by the Ohio Tax Credit Authority for OPmobility Exterior USA LLC.

The authority approved a 1.968% credit for 12 years in exchange for the company’s commitment to create 541 full-time-equivalent employees and generate $40 million in new annual payroll at the project location. The credit is scheduled to begin January 1, 2027, and run through December 31, 2038.

The tax credit applies to Ohio employee payroll generated at the project location. It is not a cash grant or direct payment to Rossford residents.

What the project means locally

Local reporting by The Blade described the planned Rossford operation as a manufacturing facility for the French automotive supplier, with more than 500 expected jobs. The Glenwood Road improvements are the immediate public infrastructure consequence documented in the state’s grant approval.

For Rossford residents, commuters and nearby businesses, the approved road design is intended to change truck access around the future plant site and support additional site development. The state records do not provide a firm construction, facility-opening or hiring date.

The next significant questions are when the roadwork will begin, whether and when the facility is completed, and when hiring for the planned positions actually starts.
