Roscommon County adopted a resolution on Jan. 14 beginning the process of replacing or reconstructing the Lake St. Helen Lake Level Control Structure after an engineering inspection found structural-integrity concerns.

Roscommon County has begun the process of replacing or reconstructing the Lake St. Helen Lake Level Control Structure after an engineering inspection found concerns about its structural integrity.

The county Board of Commissioners adopted Resolution 2026-01-02 on Jan. 14, 2026. The action starts planning for a project that could affect shoreline property owners, lake users and businesses in the St. Helen area, while also shaping how Lake St. Helen’s water levels are managed in the future.

What the resolution does

The resolution says Roscommon County has jurisdiction over the structure’s operation and maintenance under Michigan’s Part 307 inland-lakes law. County meeting materials also identify the lake-level structure as a county responsibility.

The engineering inspection found structural-integrity concerns and indicated that replacement or reconstruction was necessary. The resolution does not say that the structure has failed, that the lake is unsafe or that failure is imminent. It records a need to move forward with planning based on the inspection’s findings.

Lake St. Helen is identified in the resolution as a lake located in Higgins and Richfield townships in Roscommon County. St. Helen is directly associated with the lake and the surrounding recreational area.

Design and lake levels remain unsettled

The county had not finalized a specific design when commissioners adopted the resolution. Preliminary discussions identified a fixed-crest weir as one possible option. The resolution listed greater efficiency in managing lake levels as a potential benefit, not as a completed project outcome.

Lake St. Helen’s normal summer and normal winter operating levels were established through Roscommon County Circuit Court proceedings under Part 307. Those two seasonal levels are referenced in the resolution, but the available record does not say whether lake levels would change during construction or after a replacement is completed.

That distinction matters to people who live near the shoreline, use the lake, operate businesses connected to the area or rely on the county’s water-level management. Planning for a replacement could eventually affect those groups, but the county record does not establish a specific effect on property values, recreation or shoreline access.

No construction schedule or project cost yet

The available record does not establish a final engineering design, project cost, funding source, construction start date or completion date. Construction has not been reported as begun in the approved material.

The county’s 2026 agenda center was reviewed for later action. Its available indexed material showed July 2026 meeting postings but did not surface a newer indexed decision on the Lake St. Helen control structure. No newer exact-place project update was located in the searched material through Aug. 8, 2026.

For now, the Jan. 14 resolution marks the start of the replacement or reconstruction process, rather than final approval of a design or construction plan.
