The City Commission’s first reading was scheduled for Aug. 5. The city meeting calendar confirms that meeting took place, but the listing does not show the first-reading vote result. The Aug. 19 meeting is the next scheduled step; the proposal’s approval or postponement has not been established.

What the proposal would change

The city says the Phase II area contains multiple zoning classifications that do not match the downtown vision and create barriers to redevelopment. The proposed land-development-code amendment and rezoning are intended to align the Downtown Mixed-Use district with the CRA boundaries as part of the approved Development of Regional Impact.

The CRA covers approximately 136 acres near Sample Road and University Drive. A June 2026 report described approximately 58 acres as slated for rezoning and said the proposal would consolidate several zoning types into a Downtown Mixed-Use district. The change could affect future mixed-use development standards and property-use flexibility in the downtown area.

The Coral Springs CRA hired Calvin, Giordano and Associates in 2024 to assist with Phase II implementation. The City Commission’s Aug. 19 meeting will provide the next public opportunity for action on the rezoning and code amendment.

The workshop is set for Tuesday, Aug. 18, from 3 to 5 p.m. at Clermont City Hall, 685 W. Montrose Street. It follows the council’s decision to delay action in June so officials could review conditions identified during the planning process.

Why the council delayed the ordinance

The council voted 5-0 on June 9 to table Ordinance 2026-014 until Sept. 8. The city’s meeting record says the Planning and Zoning Board had identified several conditions for council consideration that were not fully incorporated into the ordinance text.

City Attorney Waugh advised against approving a first reading and then making substantive changes at a second reading. He said material changes could require the city to readvertise the ordinance. He recommended waiting until after a joint workshop so proposed modifications could be reviewed and incorporated properly.

What the proposal would change

Ordinance 2026-014 would amend Clermont’s Land Development Code to establish procedures for the review and approval of mobile food dispensing vehicles.

The proposed ordinance would eliminate the existing conditional-use-permit process and related fees for mobile food dispensing vehicles subject to the code. It has not been adopted, and its procedures and conditions could be revised after the workshop.

The city’s business impact estimate says the proposal would create no direct compliance costs and no new charges or fees for existing businesses. The same document says enactment would reduce costs for mobile food dispensing vehicles by eliminating the conditional-use-permit process and fees, with estimated savings of approximately $1,000 per vehicle. That is a city estimate, not a guaranteed savings amount for every vendor.

What residents and vendors should watch

The Aug. 18 meeting is listed as a workshop, not a confirmed vote on the ordinance. Council members are expected to use the session to examine the proposed procedures and conditions before the scheduled Sept. 8 consideration.

For residents, the key issue is how the proposed approval standards would govern mobile food vehicles operating in Clermont. For vendors, the measure could create a lower-cost approval path if it is eventually adopted, but the requirements remain under review.

The city’s official calendar lists the workshop at Clermont City Hall. Residents and business owners should check Clermont’s agenda center for the final agenda, supporting attachments or schedule changes before attending.
