The state’s total could rise to $270,426,814.55 if Snapchat, TikTok and YouTube accept comparable financial penalties and child-safety requirements. The broader agreement covers 47 states, Washington, D.C., Puerto Rico, American Samoa and the Northern Mariana Islands, with Meta paying at least about $12.1 billion and potentially up to $17.1 billion over a decade.

The settlement still requires court approval. Mississippi Attorney General Lynn Fitch’s office expects to file a consent decree in Hinds County Circuit Court in September, but that filing would not by itself make the agreement enforceable or immediately activate the new account restrictions for Mississippi children.

What Mississippi would receive

Mississippi’s guaranteed allocation is $188,977,258, paid over a 10-year period. If the other major platforms join comparable terms, the state’s total could reach $270,426,814.55 over the same period.

Fitch told Magnolia Tribune that Mississippi expects to receive its first payment this year. The expected consent-decree filing should provide more information about the payment schedule and how the money will be administered.

Fitch said the money is expected to support youth mental-health services, after-school and summer programs, outdoor activities, public-health awareness and digital literacy. Those are settlement-guided priorities, not an enacted Mississippi budget or finalized program list. The state has not yet released its detailed spending plan in the available reporting.

What Meta would have to change

If approved and implemented, the agreement would require new limits and safeguards for young users on Instagram and Facebook. The settlement summary calls for:

• A combined two-hour daily limit across Instagram and Facebook for young users.
• Required pauses after 15 minutes of continuous use and again at 60 and 90 minutes.
• A nighttime access block from midnight to 6 a.m.
• Nighttime notification limits from 10 p.m. to 7 a.m.
• No weekday push notifications from 8 a.m. to 3 p.m. during the school year, described in the settlement materials as August 15 through June 15.
• More extensive age-assurance measures.
• Safer, age-appropriate controls for bullying, eating-disorder content, suicide and self-harm material.
• More usable parental controls.
• Limits on social-comparison features, including beauty filters and visible like counts.

If Snapchat, TikTok and YouTube accept comparable terms, the daily limit would fall to 60 minutes and the nighttime block would expand to 10 p.m. to 7 a.m.

Meta’s implementation and the effectiveness of the changes would be reviewed by an independent auditor and the settling states. The provisions are not yet an immediately enforceable change to every young user’s account because the settlement remains subject to court approval and later implementation.

Why the states sued

The settlement resolves state claims alleging that Meta designed Instagram with addictive features, knowingly exposed young users to serious mental-health harms and misled the public about platform safety. Mississippi filed its own lawsuit in 2023 as part of the broader state and federal litigation.

Those allegations were not decided by a trial verdict. The settlement resolves the claims without a finding that Meta is liable on them. The agreement also does not resolve private lawsuits brought by individuals or school districts.

Mississippi has separately sued TikTok, and that litigation remains ongoing.

What happens next

The next major Mississippi step is the expected consent-decree filing in Hinds County Circuit Court. Court approval is required before the settlement becomes enforceable, and the final filing should clarify the state’s spending plan, payment details and implementation terms.

For Mississippi families, the practical takeaway is limited for now: the settlement has been announced, but parents should not assume that the new time limits, nighttime blocks, school-hour notification restrictions or parental-control changes are already active on every young user’s account. Those changes depend on approval and subsequent implementation.
