The Hawaii Department of Human Services says Maui Relief Program support will focus on eligible households with children under 18 beginning Aug. 1, affecting residents across Maui County, including Kaunakakai and Molokai.

Residents of Kaunakakai and other Maui County communities will face new eligibility rules for the Maui Relief Program beginning Aug. 1, 2026. The Hawaii Department of Human Services announced July 20 that support will be limited to eligible households with minor dependent children under age 18.

The change affects a program that has helped households impacted by the Maui wildfires with essential costs. DHS said the shift is tied to the expected full use of the program’s state disaster-relief funds by August 2026.

What changes Aug. 1

Beginning Aug. 1, the program will focus on eligible households that include minor dependent children. The packet does not say that every Kaunakakai or Molokai household will lose assistance, and it does not provide a local count of households that may be affected.

The announcement also does not provide a Kaunakakai-specific service-office schedule or dollar amount. It describes the program at the Maui County level, which includes residents of Molokai and its principal community, Kaunakakai.

DHS has identified assistance categories including rent or mortgage payments, utilities, vehicle payments, clothing, school supplies and replacement appliances. The department describes at least seven categories of assistance overall. Those costs can be especially relevant to families managing housing, transportation and school needs, but the announcement does not specify how individual benefits will change after Aug. 1.

Program history and funding

The Maui Relief Program was established Oct. 20, 2023, after the Maui wildfires. Maui Economic Opportunity Inc. administers the services in partnership with DHS.

The program is funded through the Temporary Assistance for Needy Families program, known as TANF, and non-federal grants. State disaster-relief funds were added in October 2025. DHS said those state funds were expected to be fully utilized by August 2026, prompting the move toward federal TANF eligibility.

For households in Kaunakakai and elsewhere on Molokai, the practical question is whether they meet the revised child-dependent eligibility standard when the change takes effect. The state announcement establishes the Aug. 1 date but does not publish Molokai-specific enrollment data or estimate the number of families affected.

What is known next

The next known step is the eligibility change on Aug. 1, 2026. DHS has not identified an additional local deadline in the approved announcement. Residents who need to determine whether their household remains eligible will need to rely on information from DHS and the program’s administrator, Maui Economic Opportunity Inc., as the new phase begins.
