That figure is presented as a funding-source line in the summary and should not be treated as a single unrestricted cash balance or added automatically to the $10.482 million program total.

For FY 2026-27, the summary identifies $1 million from Measure R, $1.475 million from Measure M and $1 million from the Road Repair and Accountability Act, also identified as RMRA/SB1. It also lists $1.79 million from Metro and $2.5 million from the U.S. Department of Housing and Urban Development, or HUD.

These funding streams carry different purposes and restrictions. The funding summary does not assign every dollar to a named project in the information presented, so the listed amounts are best understood as the city’s planned funding framework rather than a description of one project or one unrestricted account.

Separate CDBG action

A separate La Mirada City Council agenda identifies proposed fiscal 2026-27 Community Development Block Grant projects for council approval. The agenda also recommends authorizing the city manager to execute contracts and amendments with the Los Angeles County Development Authority.

That CDBG item is a proposed action involving specific grant-funded projects and contract authority. It is separate from simply listing the overall capital-program funding sources.

What the program means for La Mirada

The capital program provides the city’s planned infrastructure-spending framework for the fiscal year. Depending on the individual project and its funding restrictions, residents and businesses may see work involving streets, transportation, public facilities or other city capital assets.

Project schedules and funding conditions will determine when individual work moves forward. The $10.482 million figure is planned funding, not a final accounting of expenditures. Individual projects may also proceed on different timelines, and the city’s final spending total could change through amendments.

The report is informing the city’s Washington Corridor Transit-Oriented Communities/Multimodal Connectivity Specific Plan. The plan could eventually guide land use, zoning, housing, businesses, transportation connections and public spaces near the proposed station.

No final zoning changes, development standards or specific development projects have been adopted through this planning process.

What the city is studying

The city says the plan will build on an assessment of existing land-use patterns, transportation networks, economic conditions, urban design and environmental opportunities along the Washington Boulevard corridor.

The intended framework could include updated zoning regulations, objective development standards and urban-design guidelines. The city is also considering how the area might accommodate housing, employment, retail and community-serving uses while connecting surrounding neighborhoods with the future station.

Transportation topics include pedestrian, bicycle, transit and vehicle connections to commercial centers, schools, parks, recreation facilities, employment areas and nearby neighborhoods. Public-space improvements and environmental opportunities are also part of the study.

What it means for residents and businesses now

For residents, renters, homeowners, students, workers and commuters, the process could eventually influence what types of development are allowed along Washington Boulevard and how people travel between the corridor, the future station and other parts of Montebello.

For property owners and existing businesses, the immediate takeaway is that this is a planning process, not an immediate redevelopment order. The city has not announced final zoning changes, permit changes or operating requirements through the plan.

Housing, shops, offices, mixed-use buildings, pedestrian improvements and bicycle connections are possible subjects for future proposals, not guaranteed outcomes. Any private development would require later review and would depend on subsequent city decisions, property owners and market conditions.

How to participate

Montebello says community engagement includes a project survey, online opportunities, public workshops, community walks and bike rides, stakeholder meetings and public review of draft plan documents.

The city’s current project page lists the online community chat and draft release dates as to be determined, while stating that a draft plan is expected in 2026. Residents and businesses should check the city’s project page for schedule updates, newly posted documents and future opportunities to comment.

Public input will help inform the proposals developed for the corridor. Adoption and implementation decisions would come later, after the draft plan and subsequent city review.

Metro station remains years away

LA Metro identifies Greenwood/Washington in Montebello as the initial operating segment of Eastside Transit Corridor Phase 2. Metro’s broader project would extend the E Line nearly nine miles east from East Los Angeles toward Whittier, but funding constraints have led the agency to plan construction in phases.

Metro lists the project’s current phase as planning. Federal environmental review under the National Environmental Policy Act is underway and expected to be completed in fall 2026. The environmental-assessment public-comment period ran from May 27 through June 26, 2026, and is closed.

Metro estimates operations on the initial segment between 2035 and 2037, subject to sufficient state and federal funding and required approvals. That range is a projection, not a fixed opening date.

For Montebello, the current action is the city’s planning work: officials are studying how Washington Boulevard could function around a future rail station before final land-use, zoning, development and infrastructure choices are made.

The biggest disruption will hit river crossings and routes near the district, including Memorial Bridge and Memorial Circle, Theodore Roosevelt Bridge, I-395 ramps to the George Washington Parkway, and later closures on Arlington Boulevard, Fort Myer Drive, I-66, and the 14th Street Bridge.

Where the disruption will be felt

County officials say additional closures may be added for public safety, and reopening times are approximate. The list also includes Marshall Drive, N. Meade Street, Route 50 ramps, Long Bridge Drive, and several local-access-only segments near Rosslyn and Fort Myer Heights.

Parking in the affected areas will be restricted. Arlington says temporary no-parking signs will be posted, illegally parked vehicles may be ticketed or towed, and stopping or standing in a travel lane to watch fireworks is illegal. The county also says parking on Route 110 shoulders, Arlington Boulevard shoulders, and the George Washington Memorial Parkway is prohibited and will be strictly enforced.

Transit is the safer bet

Arlington is urging people to use public or other multimodal transportation instead of trying to drive into the event zone. The county says the Rosslyn Metro stop on the Orange Line is about five blocks north of the U.S. Marine Corps War Memorial.

WMATA says Metro Rail will run special service on July 4 from 6 a.m. to 2 a.m., with first and last trains varying by station. Metro Bus scheduling was still listed as TBD.

Who should pay attention

Residents and workers near Rosslyn, Route 110, Route 50, Fort Myer Heights, and the river crossings should plan for spillover congestion even if they are not attending the fireworks. If you are leaving Arlington after dark, build in extra time and expect detours to shift as crowds build.
