<p>VTA issued the request for proposals on June 29. The solicitation is an early step toward deciding how the transit-connected property could be developed. No winning developer has been announced, and the agency has not approved a final project through this process.</p>
<h2>A transit-connected parcel in Milpitas</h2>
<p>VTA identifies the property as a real-estate asset in the southern portion of the city. The site sits along Great Mall Parkway and Montague Expressway, adjacent to both the Milpitas BART station and VTA’s light-rail system.</p>
<p>That location puts the parcel at one of Milpitas’ major transportation hubs. The development process could eventually affect the mix of housing, commercial activity and transit access around the station, although the approved source material does not establish what type of project will be selected.</p>
<p>VTA identifies 2026 as the project-development period. The next firm step is the proposal deadline on Aug. 21. The agency’s request for proposals, rather than a final development approval, is the action now on the table.</p>
<h2>What is known—and what is not</h2>
<p>The 1.7-acre size, the site’s transit connections and the submission deadline are confirmed by VTA’s project information. The source material does not fully show the solicitation’s preferred development mix, any affordable-housing requirements or the evaluation criteria that will be used to compare proposals.</p>
<p>The number of housing units, if housing is included in the selected proposal, is also unknown. A construction timetable has not been established in the approved materials. The solicitation should therefore not be read as confirmation that housing has been approved, that a mixed-use project will be built or that construction is scheduled.</p>
<p>For residents, those unresolved details will determine the practical effect of the site’s redevelopment. A future project could bring changes to the area’s housing supply, commercial activity and use of the transit center, but the proposal process must occur before those outcomes can be evaluated.</p>
<h2>Community input began before the RFP</h2>
<p>VTA held a community open house introducing the site on June 6, 2026, before issuing the request for proposals. That meeting provides a dated point in the project’s public timeline, but the approved materials do not include a detailed record of comments or decisions resulting from the event.</p>
<p>The City of Milpitas maintains an official agendas-and-minutes portal for local review of development and transportation matters. The city’s role in that review should not be confused with VTA’s current procurement action: the confirmed decision at this stage is that VTA has solicited proposals for the property, not that Milpitas or VTA has selected a project.</p>
<p>The immediate deadline for developers is Aug. 21. Until proposals are submitted and evaluated, the future use of the transit-center parcel remains unsettled.</p>
