The task force will be headed by technology executive Nandan Nilekani. Officials said the reform effort would aim to make examinations more transparent and increase the use of technology. The announcement concerns proposed changes, not a completed overhaul: the sources reviewed do not establish that new rules have been enacted or that the task force has begun implementing them.

The government’s response included commitments aimed at addressing both accountability and the treatment of protesters. Officials offered to drop police cases against protesters and to compensate families of students who died by suicide after the leaks.

The session is scheduled to run through August 13, with 19 sittings. As of Monday, August 3, it remains in progress. Measures listed for introduction, consideration or passage are therefore proposals or pending bills, not enacted law.

What the government is emphasizing

Prime Minister Narendra Modi used his July 20 opening remarks to call for smooth parliamentary functioning, meaningful discussion and fact-based debate. He said strong arguments could be made without disruption and urged lawmakers to use the session to support India’s development goals.

Modi also pointed to risks from the conflict in West Asia. He said India’s reliance on imported energy leaves it exposed to disruptions affecting supplies such as petrol, diesel, liquefied petroleum gas, fertilizer and chemicals. His message linked parliamentary productivity to economic resilience and energy security.

Why protests are shaping the session

Those priorities were challenged outside Parliament on the opening day. Supporters of the youth-led Cockroach Janta Party movement and other protesters sought to march toward Parliament over education concerns and allegations involving examination integrity. Opposition parties have also pressed the government for accountability and called for action involving Education Minister Dharmendra Pradhan.

The Associated Press reported that police used tear gas and batons after demonstrators tried to move through security barricades. The report also said Delhi Police characterized the march as unauthorized and cited security concerns around Parliament. The Indian Express reported heightened security measures, including closed gates and mobile-network restrictions in the surrounding area.

Claims about paper leaks or other examination failures should be treated as allegations or political claims unless supported by a specific official finding. The dispute nonetheless matters to students and families because it concerns confidence in high-stakes entrance and recruitment examinations, accountability and the government’s response to affected candidates.

What is on the legislative agenda

The proposed Income-tax (Amendment) Bill, 2026, is listed as a replacement for the Income-tax (Amendment) Ordinance, 2026. According to PRS Legislative Research, the bill would exempt certain foreign institutional investors and the Bank for International Settlements from income tax on earnings from investment, sale and transfer of government securities. The proposal should not be described as a permanent change in tax law unless Parliament passes it and the required enactment steps are completed.

A separate proposed amendment to the law governing micro, small and medium enterprises would address delayed payments, enforcement of arbitral awards and the composition of state Micro and Small Enterprises Facilitation Councils. For small businesses, the practical question is whether those mechanisms become enforceable rights. They are not active simply because the bill is listed for introduction or consideration.

Other listed measures concern stricter procedures for delayed birth and death registration and an increase in the authorized number of Supreme Court judges, excluding the chief justice, from 33 to 37. The staffing proposal concerns authorized strength; it does not by itself guarantee faster cases for court users.

Broader institutional stakes

The session also includes a pending Foreign Contribution (Regulation) amendment concerning the supervision and disposal of foreign contributions and assets when an organization no longer has an FCRA certificate. PRS says the proposal would also reduce the maximum prison penalty for violations of the act from five years to one year. Charities and nonprofits receiving foreign funds should monitor the bill but should not assume that certificate, asset or penalty rules have changed.

In higher education, the Viksit Bharat Shiksha Adhishthan Bill remains referred to a Joint Parliamentary Committee. The proposal would replace the University Grants Commission, the All India Council for Technical Education and the National Council for Teacher Education with a single higher-education regulator. Committee referral means review is continuing; it does not mean the proposed system has taken effect.

What has not changed yet

Scheduled business is not the same as enacted legislation. Bills may be introduced, debated, amended, referred to committees, passed by one or both houses, or left pending. Ordinances may also require legislative action to be replaced or continued under the applicable constitutional process. Residents, businesses, charities, investors and court users should wait for final text and administrative guidance before assuming that procedures, rights, tax treatment or enforcement powers have changed.

What to watch next

The remaining sittings will show whether the government can advance its listed business while responding to opposition demands over examination integrity and accountability. The key markers are committee action, amendments, debate, votes and any further demonstrations. The broader democratic question is whether protest and disruption can be converted into documented oversight and legislative decisions before the scheduled session ends on August 13.
