What the approval covers

The PSC case, docket WA-2026-0072, concerns Missouri American Water’s authority to acquire, construct, operate, control, manage and maintain a water and sewer system in and around the City of Neosho.

The approved plan involves more than a change in administration. Missouri American Water is expected to purchase the system and carry out upgrades as part of the transaction. The commission’s action authorizes the company’s role in the system, but it does not mean the acquisition has necessarily closed on the same date as the approval.

For Neosho residents, the practical effects may eventually include changes in billing contacts, service administration, capital work and how future utility decisions are reviewed. The approval itself does not establish that customer rates will rise or fall.

Public process preceded decision

The PSC docket records local public-hearing activity in Neosho on Dec. 8, 2025. The case also includes a settlement-related filing dated June 10, 2026, before the commission’s June 24 decision.

That timeline places the approval after months of formal regulatory activity and local participation. The docket identifies the system as serving areas in and around Neosho, making the case a municipal utility change with direct importance for local water customers.

What remains ahead

The Missouri PSC docket and the June 25 report on the decision do not state a final customer-rate schedule, a closing date or a detailed timetable for the upgrades. They also do not identify the exact assets transferred in the acquisition.

Those details will determine when customers see operational changes and how the planned improvements are carried out. Until those steps are documented, the confirmed development is the commission’s approval of Missouri American Water’s acquisition, upgrade and administration of Neosho’s water system.

In the City’s May 13, 2026 alert, Neosho says the section of N. Lincoln Street between Grant Street and Adams Street is being permanently closed and demolished to allow for major stormwater infrastructure improvements. The City says work on that closed segment will begin on Thursday, May 14, and that once started, the section will no longer function as a public street.

What’s changing on N. Lincoln

Per the alert, the affected street segment is N. Lincoln Street between Grant Street and Adams Street. The notice does not provide a named, specific detour route. Instead, it tells residents and motorists to use caution around the construction area and to plan alternate routes as needed.

Because the City describes the work as “permanently closed and demolished,” nearby residents should expect access changes in that stretch while crews complete the stormwater improvements.

Why the City says it’s doing this

The City ties the closure to stormwater capacity and flood-reduction goals. The alert says the project is designed to improve drainage and stormwater flow in the area while helping reduce future flooding concerns.

ARPA funding connection

Neosho’s Grants & Tax Credits Received page lists an ARPA Grant (8337C118D9DC) totaling $2.68 million for stormwater improvements along Lafayette Street between South Street and Park Street. The City’s same grant line also notes that it “also includes stormwater improvements on the Lower School Branch between Wheeler Street and Spring Street.”

In other words: the N. Lincoln closure alert is part of the City’s broader Lower School Branch stormwater work, and the City documents that this Lower School Branch component is included within its ARPA grant records.

What Neosho’s financial records add

In its Year Ended September 30, 2024 audited financial statements archive, the City includes a contract reference related to the Lower School Branch stormwater effort. The filing says the City entered into “a contract with Jeff Asbell Excavating and Trucking, Inc. in the amount of $2,632,445 for construction services related to the Hatchery Brand and Lower School Branch Stormwater Improvement project.”

This doesn’t replace the City alert for street-timing details, but it provides additional documentary context that the project was moving into (or had entered) a construction-services phase.

Stormwater work can require street closures

The City’s Stormwater Management page explains that stormwater runoff can carry pollutants into local waters and notes that Neosho operates under federal and state stormwater requirements through its MS4 (municipal separate storm sewer system) program. Those MS4 obligations are implemented through a permit that regulates the city’s system of curbs, gutters, drains, pipes, and ditches.

As a practical matter, upgrading stormwater infrastructure often means doing construction inside (or tied to) street right-of-way—so street closures can be part of compliant stormwater improvements.

The order also spells out customer-transition expectations. Missouri-American Water is required to provide information to customers about their rights and responsibilities and to communicate details about the transition to company ownership.

The PSC additionally requires customer service training for staff handling Neosho accounts, plus sample billing statements and ongoing customer service reporting to Commission Staff following the acquisition.

• Separate books and records: Missouri-American Water must also maintain separate books and records for the Neosho systems in line with applicable accounting requirements.

Background: where this fits in the process

This PSC decision follows the earlier agreement process that led to the Missouri-American Water request for CCNs for Neosho’s water and sewer systems. The local question now shifts to the practical next steps: what residents will see as official transition communications arrive, and how the required Commission filings/notifications roll through before closing.

Until a future general rate case is decided, the order’s key consumer message remains the same: Neosho water and sewer rates are intended to stay in effect until a later general rate proceeding.
