The grant provides state funding for the project and may reduce the amount the borough must cover locally. Additional streets included in grant application

Newfield’s July 9, 2026 regular council agenda also listed an NJDOT grant application for reconstruction of South Hazel Avenue and South Church Street.

That application is separate from the Woodlawn Avenue award. The agenda shows that the borough was pursuing additional state support for road reconstruction, but it does not establish that funding for South Hazel Avenue or South Church Street was approved.

The July 9 meeting was scheduled for 7 p.m. at the Newfield Municipal Building. The agenda also listed an extension of the third-quarter tax grace period, cancellation of grant balances and disbursements under Resolution 68-26, and a borough land-sale item.

The borough’s current-meetings page also listed a special meeting for June 24, 2026, at 6 p.m.

Other road work identified in Newfield

Gloucester County’s road-work updates page identifies Bridge 11-M-4 on Rosemont Avenue over Burnt Mill Branch as being in Newfield Borough. The county page describes roadway and bridge work, along with related route implications, but does not establish whether that work is active, completed or scheduled.

For Woodlawn Avenue, the state grant is the confirmed action. The grant document does not specify a construction start date, completion date, bid amount, local match, exact project limits or traffic-control plan.

The next known local action involving the other two streets was the July 9 council agenda item seeking NJDOT support. Residents, drivers and nearby businesses will need later borough or state project information for details about timing, construction limits and traffic arrangements.

The Lebanon Township Committee adopted Resolutions 108-2026 and 109-2026 on July 8, 2026. The action creates a potential funding route for roadway-preservation work in the Hunterdon County township, but it does not establish that NJDOT has awarded money or that construction has been scheduled.

What the township approved

Resolution 108-2026 authorizes submission of an application for the MA-2027 Spruce Run Road Resurfacing Project, identified as application number 00424.

Resolution 109-2026 authorizes submission of an application for the MA-2027 Hickory Run Road Resurfacing Project, identified as application number 00423.

For both applications, the resolutions authorize the township mayor and clerk to submit the electronic applications and to execute grant agreements if NJDOT approves them. The resolutions also identify UTRS Civil & Environmental Engineering as the engineering firm involved in submitting the applications.

The township’s July 8 committee agenda listed both road-resurfacing resolutions for consideration.

How the NJDOT program works

NJDOT describes Municipal Aid as a competitive program that provides transportation grants to municipalities. The department’s process includes review for completeness, evaluation by the appropriate district office and project ratings based on factors that can include roadway condition, traffic, safety and access to public services.

Resurfacing is listed under the program’s roadway-preservation category, which covers work intended to improve the condition of roadway infrastructure. Applications that are submitted through the program are presented to a screening committee, which makes recommendations to the transportation commissioner for consideration and approval.

For Lebanon Township, that means the July 8 action was an authorization to pursue state aid, not a grant award. Any NJDOT funding decision would be a separate step.

What remains unknown

The records reviewed do not identify the limits of either proposed project. They do not say whether the applications cover all of Spruce Run Road or Hickory Run Road, or only specific sections.

The documents also do not state the requested dollar amounts, any required local contribution, the current NJDOT award status or a construction timetable. Residents and road users should not expect immediate construction based solely on the adopted resolutions.

The next meaningful updates would be NJDOT information on application numbers 00424 and 00423, followed by township records identifying project limits, funding amounts and any construction schedule.

That does not mean the work is funded yet. NJDOT says Municipal Aid is a competitive local transportation grant program, with applications reviewed and rated on factors including existing conditions, traffic, safety and access to services.

Why it matters

For residents, this is the stage where the borough is trying to line up outside money for street improvements before any construction schedule exists. If NJDOT selects the project, the streets could eventually see repairs or upgrades; if not, the borough will need another funding path.

Next is NJDOT’s review. For now, the key point is simple: West Long Branch has formally backed a grant bid for three neighborhood streets, but the award is still pending.
