Orlando residents near Catalina Elementary are getting a close-up look at how Florida’s updated Live Local Act rules are reshaping school-area housing decisions. The key change took effect July 1, 2026—and it helps explain why Orange County Public Schools (OCPS) is moving toward affordable apartments near the campus even as neighbors object.

What changed in the Live Local Act on July 1

Florida’s update clarifies that Live Local Act “preemptions” can apply to property owned by counties, municipalities, or school districts—and it sets the changes to take effect July 1, 2026. In local reporting, the update is also described as allowing school districts to pursue affordable housing on parcels 3 acres or larger, even when zoning would otherwise limit density.

The OCPS Catalina-area plan: 100 apartments on 8.5 acres

ClickOrlando reported that OCPS has already signed an agreement to turn an 8.5-acre parcel near Catalina Elementary into affordable housing. The plan discussed in that reporting calls for 100 apartment units on land previously zoned for single-family residential.

ClickOrlando also reported details of the lease framework: OCPS previously signed a $1-per-year lease for 99 years with Warwick Commons. The reporting said OCPS employees would receive priority for 51 to 75 of the units.

What neighbors are raising: traffic and “who gets to live there”

In the Isle of Catalina, neighbors’ concerns have centered on potential traffic and quality-of-life impacts—including worries about the project’s proximity to Gulf Stream Road and potential environmental concerns discussed in reporting related to Clear Lake.

Neighbors have also questioned whether the “teachers and school employees” framing will hold up in practice. In ClickOrlando’s reporting, residents said they want stronger guarantees that school employees will actually live in the apartments, and some questioned how the school board benefits from the deal.

OCPS has scheduled a public meeting for residents to hear more about the plan. ClickOrlando reported the meeting is set for July 23, 2026 at 5:30 p.m. at Catalina Elementary in the media center.

Residents may also want to keep an eye on the City of Orlando’s land-use calendar. The City’s Municipal Planning Board meets on the third Tuesday of each month at 9:00 a.m., with the next listed meeting date showing July 21, 2026—two days before the OCPS meeting.

For Isle of Catalina residents, the practical question going forward is less “will there be more housing?” and more “what specific review/permitting steps remain, and what site plan details, traffic mitigation ideas, and occupancy/eligibility information will officials actually provide?” The July 23 meeting is the near-term checkpoint for that information.
