Gov. Josh Shapiro signed the $50.85 billion budget on July 12, setting new funding levels for K-12 schools, higher education, student aid and workforce programs. The final effect on State College schools cannot be determined from statewide appropriations alone because district-specific allocations are calculated through state formulas.

What Pennsylvania approved

The enacted budget increases Basic Education Funding by $58 million, bringing the statewide appropriation to $8.32 billion. Special Education Funding increases by $55 million, to about $1.58 billion.

The largest K-12 change is a $565 million increase in the Ready to Learn Block Grant. The Pennsylvania Department of Education lists the enacted Ready to Learn appropriation at about $1.95 billion. The appropriation includes foundation funding as well as adequacy and tax-equity components.

The budget also maintains $125 million for school infrastructure improvements and $100 million in annual funding for K-12 mental health and school safety. It continues universal free breakfast and adds or increases support for Grow PA scholarships, career and technical education, teacher stipends and other workforce programs.

Why the State College figure is not confirmed yet

The State College Area School District adopted its 2026-27 budget on June 1, before the state budget was enacted. That local budget assumed about $42.8 million in state funding. The figure was based on information available during the district’s budget process, including an expected increase tied largely to retirement and Social Security reimbursements; it was not a confirmed final allocation under the enacted education formulas.

The district budget includes a 3.5% real estate tax increase. StateCollege.com reported that the increase was projected to add about $134 per year for the average residential property owner. That local tax decision was adopted before the state budget became law and should not be described as a direct result of the new state funding package.

For residents, the practical question is whether final state allocations provide the district with more revenue than it assumed, or whether particular programs come in close to its earlier estimates. A statewide increase does not translate into an equal increase for every school district.

The district’s budget-development page lists a July 20 state-budget update memo. That memo and any later school board discussion are the next places to check for a confirmed local allocation, revenue reconciliation or changes to spending plans. The sources reviewed for this article do not establish a final district-specific amount.

Penn State University Park’s share

Penn State University Park is included in Pennsylvania’s new performance-based funding structure. The budget creates a $10 million pool for Penn State, the University of Pittsburgh and Temple University. Penn State says it anticipates receiving more than $4 million, although the final amount will be determined through the state’s funding formula.

Penn State’s traditional general support appropriation remains $242.1 million, level with the prior year. With the anticipated performance-based funding, the university’s total 2026-27 education appropriation is expected to exceed $246 million.

The performance-based model considers measures including degree completion, affordability, Pennsylvania-student enrollment, community-college transfers and workforce needs. The new appropriation does not immediately lower tuition or create a direct property-tax reduction for State College residents.

What local families and employers should watch

Parents should watch for district information about the final basic education and special education allocations, mental health and school safety funding, and any changes to programs supported by state aid. Students may also see broader effects from Grow PA scholarships, teacher and nurse workforce programs, and career and technical education funding.

The next verification points are the state’s final allocation tables, the State College district’s July 20 budget update and any board action needed to reconcile the adopted local budget with the money that ultimately arrives.
