The City Council approved the allocation plan at a special meeting June 15, 2026. The plan covers eligible single-family residential properties that received solid-waste collection service and sets different credit amounts based on ownership history.

How the credits will work

The city said 95,159 properties received solid-waste service. Of those, 57,242 properties with the same owner since 2022 will receive a total credit of $364. That amount includes a $64 consumer-price-index-related credit on the 2026 property-tax bill.

Another 24,676 properties with a title change will receive a $64 credit. The city also identified 13,241 newly added properties that will receive a $64 credit.

The plan does not provide the same payment to every property owner. The credit depends on the property’s ownership history and its status under the city’s eligibility categories.

Residents who sold a home and bought another property within Port St. Lucie during the relevant period may be able to seek the remaining $300 credit. They will have a 180-day claims window to submit documentation, with an approved claim applied to the following year’s property-tax bill.

Claims process and timing

The city said its staff and legal department will establish the claims process. Port St. Lucie has not announced a launch date or submission location for those claims, so residents who moved within the city will need to watch for further city instructions before submitting documents.

The city also has not specified the exact date when the $64 credits will appear on 2026 tax bills. The approved mechanism is a property-tax credit, not a mailed check.

Settlement followed Waste Pro litigation

The settlement grew out of litigation involving Waste Pro of Florida’s former solid-waste contract with the city. The case was filed in 2021 and expanded in 2022 over allegations involving the company’s performance and the early cancellation of the contract.

City records identify the case as City of Port St. Lucie v. Waste Pro of Florida, Inc., Case No. 2021-CA-001628. The city’s claims included alleged failures to timely and adequately collect refuse, garbage, bulk waste and yard waste.

The council approved the settlement resolution April 10, 2026, before a scheduled April 13 trial. The agreement resolved the claims and counterclaims, ending the case before it went to trial.

The June 15 allocation vote establishes how the settlement funds, including interest, will be returned to residents. For property owners who kept the same home since 2022, the plan identifies a $364 credit. For properties with a title change or newly added service, the initial credit is $64, while qualifying residents who moved from one Port St. Lucie home to another can pursue the additional $300 through the later claims process.

The warehouse is located at 7600 LTC Parkway, just south of Midway Road. Amazon says the site will stop operating for about two years while the company carries out a major renovation and converts the building into a sortable fulfillment center.

The Florida Department of Economic Opportunity’s WARN database lists July 16, 2026, as the notice date and Sept. 17, 2026, as the separation date. The filing identifies workers scheduled to be affected by the action; it does not mean all 494 employees have already left the company.

A planned conversion of the warehouse

Amazon told WPTV and Supply Chain Dive that it plans to invest about $200 million in the Port St. Lucie project. The upgraded facility is intended to operate as a sortable fulfillment center, where employees pick, pack and ship customer orders.

The change would alter how the facility is used after the renovation. Amazon currently operates the site as a distribution facility, while the planned conversion is designed around the sortable fulfillment process. The company has described the closure as temporary rather than permanent.

Amazon expects the facility to reopen around 2028. The company has not announced an exact reopening date, so the two-year timeline and the 2028 target remain projections rather than a fixed return-to-operation schedule.

Hundreds of jobs affected during the closure

The immediate local consequence is the scheduled interruption of work for hundreds of people at one Port St. Lucie employer. The WARN record lists 494 affected employees, while Amazon’s statements describe a temporary shutdown lasting roughly two years.

Employees who remain through the scheduled closing date were reported to be eligible for four weeks of severance. They were also reported to qualify for a lump-sum payment equivalent to six months of health-insurance costs.

Those provisions do not change the distinction between scheduled and completed layoffs. The facility has not yet closed, and the final number of employees who actually leave will depend on events before the separation date.

Possible larger operation after reopening

Amazon has said the renovated facility could employ approximately 850 to 1,000 workers after it reopens. That figure is a future staffing projection, not a guaranteed workforce level or a confirmed count of net new jobs.

The projected employment range is also separate from the 494 employees listed in the WARN filing. The filing concerns the workers affected by the planned 2026 closure, while the 850-to-1,000 figure describes Amazon’s expected staffing at a later reopening under future hiring and operating conditions.

For Port St. Lucie, the project creates two distinct phases. The first is a scheduled loss of active work at the facility beginning in September 2026. The second is Amazon’s plan to return the site to service after renovation as a potentially larger sortable fulfillment center.

What happens next

The next major date is Sept. 17, 2026, when the scheduled separations and temporary closure are set to begin. Amazon’s stated plan is to spend about two years converting the building and resume operations around 2028.

As that date approaches, the key questions will be whether the closure begins as scheduled, how the renovation progresses and how many positions Amazon ultimately fills when the facility is ready to reopen. The current public plan establishes the investment, the intended use of the building and a projected employment range, but not a final reopening date or final staffing level.

City leaders highlighted the Walton & One site during HUD Secretary Scott Turner’s visit to Port St. Lucie on April 14, 2026. The tract is in eastern Port St. Lucie and already includes the MIDFLORIDA Event Center.

The proposed designation would cover Census Group 381802. The city’s request is the next step described in the approved city materials; those materials do not confirm that the governor has submitted a nomination or that federal officials have approved the designation.

What the city is proposing

Port St. Lucie describes Walton & One as a mixed-use redevelopment area that could include restaurants, retail stores, offices, hotels and residential units. A future United Soccer League stadium is also planned within the site’s footprint.

That combination would place housing, commercial uses and sports-related development around the existing event center. The city said an Opportunity Zone could provide tax benefits to investors while supporting job creation and revitalization.

For residents, the designation effort matters because it could influence how one of the city’s largest redevelopment areas takes shape. The potential effects identified by the city include private investment, jobs, housing, retail and public interest in a planned sports and entertainment district. The designation itself, however, is not a construction approval or proof that the full project is financed.

The process remains underway

A later city publication dated June 9, 2026, said Port St. Lucie was participating in Florida’s 2026 selection process and described the Opportunity Zone effort as an active development issue. That provides later context after the April announcement, but it does not establish a final federal designation.

The city has also not established construction dates, project financing or a final cost for the proposed soccer stadium in the materials reviewed for this report. The stadium should therefore be understood as a planned future use, not a confirmed construction project.

The next known step is the city’s formal request for the governor to nominate Census Group 381802. Any later state nomination or federal approval would determine whether the proposed area receives the designation and its associated tax benefits.

Part of broader development activity

The Walton & One proposal comes as Port St. Lucie continues to announce other large-scale development activity. In March, the city reported plans for a 170,000-square-foot Costco retail store and gas station on a separate 22.8-acre site that was sold for $6 million.

That Costco project is separate from the 73-acre Walton & One site. Together, the projects show the scale of commercial and mixed-use development being discussed in Port St. Lucie, but the Opportunity Zone request remains focused on the U.S. 1 tract around the MIDFLORIDA Event Center.

The City Council approved Ordinance 26-59 by unanimous voice vote on July 13, 2026. The straw-ballot question would measure public support for changing the city’s solid-waste franchise agreement, but a favorable result would not by itself amend the contract, set a final assessment or begin twice-weekly service.

What would appear on the ballot

The approved question asks whether Port St. Lucie should increase each household’s solid-waste assessment by at least $131 in 2028, with additional increases expected in later years, to provide twice-weekly residential trash pickup citywide beginning in 2028.

The ballot language excludes bulk trash, recycling and yard waste. The proposed change concerns regular residential curbside trash collection only.

The ballot choices are Yes, supporting the city’s pursuit of a contract amendment for the estimated increase and twice-weekly service, or No, supporting continuation of once-weekly pickup under the current contract. Because the question is nonbinding, neither choice directly changes the contract.

What residents receive now

Port St. Lucie’s franchise agreement with FCC Environmental Services provides residential curbside trash collection once per week. Under the ordinance’s description of the current service, bulk trash, recycling and yard waste are separate from regular residential trash pickup.

The proposed ballot question would not establish a final permanent household charge. The $131 amount is described as an estimate and a minimum in the approved ballot language, while the ordinance says additional increases are expected later. It does not specify those later amounts or dates.

What could change

If the city later takes the required contract and administrative steps, regular residential trash pickup could increase from once weekly to twice weekly citywide, with service beginning in 2028 under the proposal.

City staff presented an estimated implementation period of roughly nine to 15 months after the vote, described as late 2027 or early 2028. That is a projection, not a guaranteed rollout date created by the ballot question.

Staff projections for trucks, routes and employees

A city presentation identified operational assumptions tied to twice-weekly service. Staff said FCC Environmental Services could need 17 additional trucks and drivers, five additional indirect employees and additional property. The presentation also identified a possible six-day work schedule and route changes.

Staff identified Saturday collection as a possible schedule change, with some schedules potentially involving three collection days. The presentation also said the city’s Office of Solid Waste could need four additional full-time employees and two pickup trucks. Contract administrative charges would need to be reviewed to reflect the added service.

Those figures and schedule details are staff projections and implementation considerations, not final operating terms. Any service schedule, staffing plan or contract amendment would require later city action.

What the vote would decide

The question is a straw-ballot measure, meaning it is nonbinding. A Yes result would signal voter support for pursuing a higher assessment and a contract change. It would not directly approve a new contract, establish the final assessment or automatically start twice-weekly pickup.

The ordinance directs the City Clerk to send a certified copy to the St. Lucie County Supervisor of Elections for placement on the Nov. 3 ballot. The county election office lists general-election early voting from Oct. 19 through Oct. 31, including Oct. 25, from 10 a.m. to 6 p.m.; final-day early voting is Nov. 1 from 7 a.m. to 3 p.m. Election Day is Nov. 3 from 7 a.m. to 7 p.m.

Regular gas falls below $3.90

AAA listed Port St. Lucie’s regular gasoline average at $3.874 per gallon, down 2.4 cents from the previous daily check, when the average was $3.898.

The latest average was also below the prior week’s $3.995 per gallon. That means gasoline drivers are seeing a modest improvement compared with both the previous day and the same point last week, although the AAA figure is a market average rather than the price posted at every station.

Diesel remains much more expensive

Diesel averaged $5.457 per gallon in the same AAA update. That was slightly lower than the previous check, but the decline was only about half a cent.

Diesel remained higher than each of the comparison points listed by AAA: $5.347 a week earlier, $4.605 a month earlier and $3.640 a year earlier. The year-over-year difference is especially significant for businesses that rely on diesel-powered vehicles and equipment.

What the split could mean locally

For households using gasoline vehicles, the lower regular-gas average may trim weekly driving costs, particularly for commuters with long trips or multiple vehicles. The savings will vary by station, neighborhood, brand, loyalty program, taxes and the timing of a purchase.

Diesel-heavy operators continue to face a more difficult cost picture. Contractors, delivery companies, landscapers, service businesses and fleet operators may have less room in their operating budgets when fuel remains well above its levels from a month or a year earlier. County Administrator George Landry presented the recommendation and the proposed FY2027-2031 Capital Improvement Plan to the Board of County Commissioners on June 26, 2026. 1,750 Homes Planned at Solaeris

A national homebuilder has purchased land within the 3,300-acre Solaeris master-planned community and plans to build more than 1,750 homes across two neighborhoods.
