USPS proposes temporary holiday package-rate increases Oct. 4

The U.S. Postal Service has proposed temporary price increases for several domestic package services during the 2026 holiday shipping season, but customers are not paying the proposed rates yet.

USPS filed the proposal with the Postal Regulatory Commission on Aug. 25, 2026, under Docket CP2026-10. If the filing receives favorable PRC review, the temporary rates would begin at 12 a.m. Central time on Oct. 4, 2026, and remain in effect until 12 a.m. Central time on Jan. 17, 2027.

Which USPS services are included

The proposal covers retail and commercial domestic competitive package products: Priority Mail Express, Priority Mail, USPS Ground Advantage and Parcel Select.

USPS says no other products or services are included in this filing. It is not a universal postage increase for letters, stamps or every service offered by the Postal Service.

How much could shipping prices rise?

The proposed increases vary by service, package weight, shipping distance and whether the customer pays retail or commercial prices.

For retail customers, some lighter, shorter-distance shipments would rise by 50 cents. A retail Priority Mail or USPS Ground Advantage package weighing up to 3 pounds and traveling in Zones 1-4 would have a proposed 50-cent increase.

Other retail examples include a $2.10 increase for a Priority Mail large flat-rate box and a $9.10 increase for a 26-to-70-pound Priority Mail package traveling in Zones 5-9.

The largest listed retail increase is $20.80. It applies only to Priority Mail Express shipments weighing 26 to 70 pounds and traveling in Zones 5-9. It does not mean every package would cost $20.80 more.

Commercial customers generally face different, often lower, listed increases. For example, the proposed commercial increase for a Priority Mail large flat-rate box is $1.75, compared with $2.10 for retail customers. A commercial USPS Ground Advantage shipment weighing up to 3 pounds and traveling in Zones 5-9 would have a proposed 55-cent increase.

Who could feel the biggest impact

Households sending holiday gifts could see higher costs for heavier packages, longer-distance shipments and Priority Mail Express. The effect on a particular shipment will depend on its weight, destination and pricing category—not on a single across-the-board charge.

Small businesses and online sellers should review the commercial price tables used by their label provider. Retail examples may not match the price charged through a commercial account or shipping platform.

Why USPS is seeking the seasonal change

USPS says the temporary adjustment would help cover extra handling costs during the peak season and bring its retail and commercial prices more in line with competitive practices. The agency also says the change supports its longer-term effort to operate its nationwide delivery network in a financially sustainable way.

Supply Chain Dive described the filing as an average increase of about 6% across the affected package services, while noting that the actual change varies by service, weight and distance. That average should not be treated as a uniform surcharge on every shipment.

This proposal is separate from earlier 2026 package-price actions, including the transportation-related charge reported in April and the final July price changes listed by USPS. Those actions should not be combined with the proposed October holiday rates.

What happens next

The Postal Regulatory Commission oversees USPS competitive-product rate filings. The commission’s public guidance explains the separate regulatory treatment of competitive and market-dominant products and how pending matters can be followed through its docket system.

For now, the Oct. 4, 2026, start date and Jan. 17, 2027, end date are conditional. The filing could be modified or not approved.

Holiday senders should compare service options, check the final price tables before purchasing postage and monitor the USPS Postal Explorer price-change page and PRC docket for updates. Businesses using commercial labels should rely on the commercial files rather than retail examples.
