EPA’s March 27 rule set the 2026 total applicable renewable-fuel volume at 26.81 billion RINs. That total included 990 million RINs in reallocated volumes tied to small-refinery exemptions granted for earlier compliance years. In other words, the 990 million figure is part of the framework EPA already established; it is not the same as a newly approved waiver expansion now under discussion.

The possible 1.2 billion-to-1.8 billion exemption range reported by Reuters would therefore exceed the roughly 990 million RINs EPA built into its 2026 framework. The final effect would depend on which petitions EPA approves and how the agency handles any resulting volume changes.

Why farm groups are objecting

Farm and biofuel organizations say larger exemptions could weaken the demand signal created by federal blending requirements. If refiners and importers have fewer obligations to blend renewable fuels or buy RINs, demand could decline for corn ethanol, biodiesel, renewable diesel and soybean oil. The National Farmers Union urged the White House on August 25 to reject the potential exemptions. A possible 2027 offset remains unsettled
