City Clerk posted the hearing notice for the ordinance

In a June 12, 2026 notice, the City Clerk set a public hearing for June 23, 2026 on an ordinance amending Vista Municipal Code Chapter 2.12.

What the Chapter 2.12 amendment does

Ordinance 2026-06 amends and restates Chapter 2.12 to add a defined process for disruptions that involve the City’s telephonic two-way service and/or the meeting’s audio/visual platform.

Under the amended language, if that telephonic service and/or audio/visual platform is disrupted during the meeting, the City’s required response is:

  • an announcement to attendees,
  • a brief recess while staff attempt to restore the disrupted service/platform, and
  • resumption of the meeting under the applicable rules for conducting public business.

Remote participation and decorum are aligned with in-person rules

The ordinance also clarifies that remote participation rules—including speaker participation and decorum requirements—apply to remote attendees/speakers in the same way they apply to people participating in person.

That means if the platform is working, remote speakers and attendees are expected to follow the same conduct and participation expectations as those in the council chamber.

Adopted June 23, effective 31 days later

City Council introduced and adopted the ordinance at its June 23, 2026 meeting. The ordinance takes effect 31 days after adoption.

If you plan to watch or speak remotely, the practical takeaway is straightforward: Vista now has a defined interruption playbook—notice to participants, a brief recess while staff work to restore service, and then a return to the meeting under the rules. Remote participants should also be ready to follow the same participation and decorum standards that apply to in-person participants.
