The governor’s office announced actions by the Public Utility Commission of Texas and the Electric Reliability Council of Texas in a July 24, 2026 release. The Texas Legislative Reference Library also lists a July 24 governor document describing the agencies’ actions to protect residential ratepayers from data-center costs.

The measures follow an initial directive Abbott issued June 10. That directive told the PUC and ERCOT to address the costs and grid effects associated with data-center expansion.

What Abbott ordered

Under Abbott’s directive, the PUC was told to require data centers to fully fund the electric infrastructure needed for their operations. The aim is to prevent residential customers from being charged for infrastructure built primarily to serve large new industrial loads.

The PUC and ERCOT were also directed to identify additional protections for residential and small-business ratepayers. The agencies were required to submit a joint memorandum to the governor by July 17, 2026.

Abbott separately directed the PUC to begin action by July 31 to reduce residential customers’ transmission costs. Transmission charges help pay for the high-voltage network that moves electricity across Texas, making the order potentially relevant to customers beyond communities where data centers are being built.

The governor’s office has not announced a reduction in residential electric bills. The directives instead establish requirements and deadlines for regulators to address how data-center expansion costs are assigned.

Broader limits proposed

Abbott also said he would seek legislation addressing the broader effects of data-center development. The proposed measures include requirements for water-efficient cooling and accurate reporting of electricity and water use.

He also called for phasing out outdated tax incentives, establishing setbacks and reducing noise from data-center facilities. Those changes would require action by the Texas Legislature and are proposals rather than enacted law.

Water use is a significant part of the debate because some data centers rely on cooling systems that consume water. The governor’s proposal would require more information about that use and encourage less water-intensive cooling methods, but the directive does not itself establish the final terms of any future legislation.

Grid connections and next steps

In an Aug. 3 report, Axios said Abbott directed the PUC and ERCOT to deny grid connections to projects that do not meet the state’s requirements. The report described the step as a response to concerns about grid capacity, water use and costs for consumers.

That reported direction adds a potential approval constraint for proposed data centers, but it should not be read as a blanket denial of interconnection for every project. The requirements and their application would determine which projects are affected.

The immediate focus is on the regulatory actions ordered for the PUC and ERCOT. The July 17 memorandum deadline and July 31 deadline for beginning transmission-cost action provide the key points in Abbott’s timetable. The governor’s legislative proposals would require a separate process in the Texas Legislature.

Data centers can bring substantial electricity demand to the grid, along with infrastructure and water needs. Abbott’s directive is intended to ensure that residential and small-business customers do not absorb those expansion costs while state regulators address the effect of large computing facilities on Texas’ electricity system.
