<p>Zoox&#8217;s vehicle was designed from the start to operate without a human driver. It has four inward-facing passenger seats and does not include a steering wheel, brake pedal or conventional mirror arrangement found in ordinary passenger cars.</p>

		<title>NHTSA warns automated-vehicle companies over first-responder safety</title>

										<content:encoded><![CDATA[<p>The National Highway Traffic Safety Administration is directing automated-driving companies to improve how driverless vehicles interact with police, firefighters, paramedics and other first responders after documenting multiple incidents involving emergency scenes.</p>
<p>In a public call to action issued July 8, <a href="https://www.nhtsa.gov/press-releases/av-developers-automated-vehicle-that-cannot-safely-interact-first-responders-danger" rel="nofollow noopener" target="_blank">NHTSA</a> said it had identified a pattern of driverless vehicles entering active emergency scenes, blocking ambulances or firefighters, and failing to recognize or respond to flashing lights, flares, smoke, fire and traffic cones.</p>
<p>The agency said an automated vehicle that cannot safely interact with first responders is a significant safety concern and told developers and operators to make the issue an immediate priority. NHTSA also warned that it would continue using its enforcement authority when developers do not address significant safety concerns.</p>
<h2>What NHTSA is asking companies to do</h2>
<p>NHTSA said it would schedule meetings with driverless automated-driving-system developers by the end of July to hear their proposed solutions. The agency&#8217;s public materials do not document a specific outcome from those meetings.</p>
<p>The warning is a call to action, not a nationwide ban on robotaxis and not a final federal rule. It signals that the agency may pursue investigations, recalls or other enforcement measures when it determines that an automated-driving system presents a significant safety problem.</p>
<p>For first responders, the concern is practical. Emergency scenes can change quickly, and crews use vehicles, cones, flares, flashing lights and other visual signals to create safe working space. A vehicle that does not recognize those cues can add risk while responders are trying to reach a crash, fire or medical emergency.</p>
<h2>Waymo recall offers a related software example</h2>
<p>A Waymo recall report submitted to NHTSA on July 2 provides a documented example of a software problem involving driverless vehicles and roadway hazards. The Part 573 filing covered 3,871 company-owned vehicles equipped with Waymo&#8217;s fifth-generation automated-driving system and capable of driverless freeway operation.</p>
<p>Waymo reported incidents in Phoenix in which vehicles failed to recognize ramp-closure signs and entered planned freeway construction zones. The company also described seven vehicles in the San Francisco Bay Area that entered active construction lanes by driving between cones marking a closure.</p>
<p>The recall remedy was a software update. Waymo said it improved recognition of freeway construction zones, gave those zones greater priority over other hazards, reduced speed when a vehicle detected that it might be in one, and improved responses to authorized emergency vehicles when the system detected a construction zone.</p>
<p>Waymo began applying the update on June 16 and reported that all vehicles capable of driverless operation had received the remedy software by June 29. The recall centered on construction-zone behavior. The improved emergency-vehicle response was one part of the broader remedy, and the filing does not establish that the recall was issued solely because of the first-responder incidents described by NHTSA.</p>
<h2>Why the issue matters as robotaxis expand</h2>
<p><a href="https://apnews.com/article/zoox-nhtsa-robotaxi-steering-wheel-1bdb3bb8ecc80a23721504315cfa50ce" rel="nofollow noopener" target="_blank">Associated Press</a> reporting on July 30 connected the federal warning with the expansion of robotaxi operations. AP reported that Amazon&#8217;s Zoox received federal approval to begin charging customers for rides in vehicles without steering wheels, subject to state and local approval. The report also said NHTSA has responded to incidents involving autonomous vehicles passing school buses or interfering with first responders through investigations, recalls and calls to action.</p>
<p>AP reported that the Insurance Institute for Highway Safety has raised concerns about the limited crash data that autonomous-vehicle companies are required to submit. The organization said most companies do not report how many miles their vehicles drive, making it difficult to calculate a crash rate, and that there is no clear standard for which incidents must be reported.</p>
<p>Those reporting limitations make it difficult to draw a simple nationwide comparison between driverless vehicles and human-driven vehicles. The documented NHTSA incidents show a specific safety problem, but they do not by themselves establish that robotaxis are broadly unsafe or broadly safe.</p>
<h2>Separate federal scrutiny of school-bus behavior</h2>
<p>A separate preliminary National Transportation Safety Board investigation is examining a Jan. 12, 2026, incident in Austin in which a Waymo automated-driving-system vehicle passed a stopped school bus that was loading students. The NTSB says the investigation is ongoing and that its information is preliminary and subject to change.</p>
<p>That case concerns a different public-safety situation and is not evidence of the emergency-responder incidents described in NHTSA&#8217;s July warning. It does show that federal safety agencies are examining how automated vehicles respond to situations involving vulnerable road users and emergency-related roadway controls.</p>
<h2>What to watch next</h2>
<p>Readers should watch for NHTSA investigations, additional recalls, company software updates, changes to robotaxi deployment areas and clearer reporting of automated-driving miles and incidents. First responders will also be watching whether driverless systems reliably recognize cones, flares, flashing lights, smoke, fire and emergency-vehicle positioning in real-world conditions.</p>
