<p>The town announced the action as an “intent to award” on April 13, 2026. That is a procurement step, not confirmation that construction is complete, that the solar array is operating or that a final contract has been executed.</p>

<p>The approved selection identifies Branham Group as the company chosen for the solar-array work at the wastewater treatment plant. The council’s action moves the proposal beyond the selection stage, but the available town notice does not establish that the project has reached construction or operation.</p>
