Preserving the school’s legacy does not mean the existing campus is the final project. The construction underway is for a replacement campus that will carry the Spring High School name and provide the modern facilities described by the district.

Expected opening remains in 2026

Spring High School is expected to open in 2026. The May 7 update characterized the construction schedule as ahead of schedule, but the district did not state a firm opening date or give a current percentage of completion in that update.

For now, the next major step is continued construction of the school and athletic facilities. The project remains underway as Spring ISD works toward completing the campus for the students and families it is intended to serve.

The Spring Stuebner Road Critical Transportation Corridor Study covers the Harris County corridor between SH 99 and IH 45, including the Spring-area roadway. Spring is an unincorporated community and census-designated place in Harris County; the study does not cover every road or neighborhood in the community.

The county project sheet assigns $550,000 in Community Development Block Grant Mitigation funding to the study. The project record describes the money as supporting records research, field work, stakeholder consultation, flood modeling and a final technical report.

Harris County’s public notice set a 15-day comment period from July 15 through July 30, 2026, ending at 5 p.m. The period was closed as of August 3. The county’s Housing and Community Development department says formal planning activity applications must receive Texas General Land Office review and approval before implementation.

What the study covers

The project is divided into four phases. First, the study team is collecting records, conducting field visits and consulting stakeholders to establish baseline conditions. That work includes mapping public right-of-way, watershed and sub-watershed boundaries, floodplain limits, outfalls and drainage systems, along with nearby critical facilities such as schools, hospitals and emergency services. The Spring Stuebner project sheet identifies these elements as part of the study scope.

The second phase calls for one-dimensional and two-dimensional modeling of existing conditions during 2-, 10- and 100-year storm events. The models are intended to identify areas of concern along the roadway and adjacent areas, show ponding depths and examine where drainage limitations contribute to flooding.

In the third phase, analysts will identify and sequence potential improvement segments. The project sheet lists possible storm-sewer improvements, detention locations and roadway-reconstruction limits as options for evaluation. Those are not approved, scheduled or guaranteed construction projects.

The fourth phase is a final technical report for Harris County Housing and Community Development and Precinct 3. The report is expected to summarize the research and modeling, include detailed technical appendices and present proposed improvements for consideration by Commissioners Court.

What it means for Spring-area travelers

For commuters, nearby residents, emergency services and businesses, the practical purpose is to identify locations where flooding affects roadway movement, drainage and safety. A clearer picture of ponding and drainage performance could help the county determine which future projects merit priority and whether some improvements depend on others.

That does not mean the $550,000 allocation will pay for construction. The project record describes planning, field work, stakeholder coordination, technical analysis and recommendations. Any specific storm-sewer, detention or roadway work would require later decisions, funding, design, approvals and implementation steps.

Latest documented progress

A Texas General Land Office and Harris County status report dated June 3, 2026, listed the Spring Stuebner study as 37% complete. That is the latest supplied progress point; it should not be read as an August completion percentage. The report describes the study as addressing recurring flooding and developing data-driven solutions for drainage, mobility and safety.

Harris County Commissioners Court passed a broader $1.375 million CDBG-MIT agreement on August 7, 2025, covering the Louetta and Spring Stuebner Road critical transportation corridor studies. The county record says those studies are intended to provide data and analysis for future mitigation projects; it does not authorize construction along Spring Stuebner Road.

The next meaningful milestone for Spring is completion and review of the technical recommendations. The current record supports a study that may guide future decisions, not a commitment to build a particular improvement along Spring Stuebner Road.
