What the state record says

The Alabama Department of Environmental Management‘s fiscal-year 2024 Clean Water State Revolving Fund Intended Use Plan, amended in January 2026, lists Wetumpka Water Works and Sewer Board project CS010460-06. The project is listed for $4,163,906 in CWSRF financing at 2.20% interest.

Clean Water State Revolving Fund assistance is financing that is repaid under the project’s financial agreement. It is not a grant or free-money award. ADEM says CWSRF funds provide low-interest financial assistance for wastewater and related infrastructure, with specific terms incorporated into the agreement executed by the recipient and the department.

Wetumpka Water Works and Sewer Board is based at 2909 Elmore Road in Wetumpka. The utility says it provides water and sewer service to approximately 3,500 customers across approximately 60 square miles, primarily in south-central Elmore County, including the Wetumpka metropolitan area. Those service-area figures should not be treated as interchangeable with the ADEM table’s population figure of 6,508 for the project.

Infrastructure covered by the project

ADEM’s project description says Wetumpka Water Works and Sewer Board proposes improvements to the wastewater-treatment plant, replacement of a failing gravity main with a force main, construction of a lift station, miscellaneous repairs and force-main cleaning.

The stated purpose is to address inflow and infiltration, commonly called I/I, and deteriorating sewer infrastructure. Inflow and infiltration occur when water enters a sewer system through unintended paths such as leaks, cracks or defective connections. That extra water can increase the volume the utility must collect and treat, adding demand to collection and treatment facilities.

What the May notice confirms

The May 27 public notice states that Associated Mechanical Contractors Inc. completed the contract for the CWSRF wastewater-treatment-plant improvements, identified as SRF Project No. CS010460-06 and GMC Project No. CMGM230096(1), and requested final settlement. The notice directed anyone with claims for labor, materials or other project-related obligations to contact the project engineer.

Final settlement is a contract-closeout step involving the contractor’s request to settle the contract and pay remaining balances. The notice does not independently certify that every component listed in ADEM’s broader project description has been completed. In particular, the reviewed notice does not by itself establish completion of the force main, lift station, collection-system work or miscellaneous repairs.

What customers should know about rates

Wetumpka Water Works separately announced a 2.5% increase in both water and sewer rates effective November 1, 2025. The utility said the change would appear on December monthly bills for November usage.

The records reviewed for this article do not establish that the rate increase was caused by project CS010460-06. They also do not show that the CWSRF financing itself requires a new rate increase. Any future rate action should be evaluated through a separate utility notice, board action or financial record.

The project could support improved reliability, maintenance and environmental performance over time by addressing treatment facilities and aging or failing sewer infrastructure. The available records do not promise a specific bill reduction or identify a direct customer-rate outcome.

What to watch next

Future records could clarify the executed financial agreement, final contract settlement, project closeout documentation and whether all components in the priority-list description were completed. Those records would also help show how the project is accounted for financially and whether any later utility-rate decisions are connected to broader capital or operating needs.
