The work covers approximately five miles of elevated structure between Beach 116th Street-Rockaway Park and Far Rockaway-Mott Avenue. It includes steel and concrete repairs, along with wrapping concrete beams in fiber-reinforced polymer. The January 2025 capital-program update listed the project as 29% complete and on schedule and on budget at that time.

Storm-resiliency work is part of the project

Related work includes a new elevated signal tower at Beach 105th Street. The tower is intended to support emergency-terminal operations if Rockaway Park Yard is affected by flooding or storms. The project addresses damage from Superstorm Sandy and the line’s vulnerability to flooding and climate change.

The Rockaway Line serves nearly 10,000 daily riders and connects almost 125,000 peninsula residents with the rest of New York City. A 17-week 2025 service outage for work at Hammels Wye has ended, though additional structural, interlocking and signal-tower work remained at that point. The MTA’s next stated milestone is substantial completion in the third quarter of 2026, with the capital document specifying August. The agency’s public project page does not confirm that substantial completion has occurred as of Aug. 9, 2026.

New York State Homes and Community Renewal announced the construction start on April 24, 2026. Building D is planned to contain 320 residential units: 89 cooperative homeownership units and 229 rental apartments.

The project is not complete, and the units are not yet identified as immediately available or open for applications. HCR’s project timeline lists marketing beginning in August 2027, when construction is expected to reach 70% completion.

A major phase of Arverne East

Building D is the third phase of Arverne East and the first and largest residential portion of the broader project. The site covers approximately 116 acres in Far Rockaway, Queens.

The location was vacant and impacted by Superstorm Sandy. The new development includes energy-efficiency measures and resiliency improvements intended to help protect the property against future storms.

HCR’s November 2025 board materials describe a broader master plan with approximately 1,650 planned dwelling units across six residential and mixed-use buildings, in addition to 240 townhouses and bungalows. The plan identifies 80% of those units as income-restricted.

Timeline and transportation context

Although the public construction announcement came April 24, the HCR project timeline identifies construction beginning in January 2026. That timeline projects marketing for Building D in August 2027 and completion in October 2028.

October 2028 is a projected completion date, not a guarantee, and the schedule may change. The approved project materials do not specify monthly rents, sale prices or eligibility thresholds for the rental or cooperative units.

A separate June 5, 2026, construction advisory from the New York City Department of Transportation and Queens Community Board 12 documented road closures and work affecting Rockaway-area streets and the Rockaway viaduct. The advisory provides current transportation context for Far Rockaway residents, but the supplied materials do not establish that those road impacts are caused by Building D.

For now, the confirmed change is that construction is underway on the first and largest residential component of Arverne East. Prospective renters and homebuyers will need to await additional marketing and eligibility information as the project advances.
