Midland’s city budget workshop and tax-rate-ceiling proceeding is set for Aug. 12, while Midland ISD reports progress on several construction and renovation projects.

Midland has scheduled a city budget workshop and tax-rate-ceiling proceeding for Aug. 12, 2026, as Midland Independent School District reports progress on security, public-safety and campus construction projects across the city.

The City of Midland’s published schedule lists Aug. 12 as a budget-workshop date and includes the setting of the tax-rate ceiling. The city’s approval schedule notes that application and meeting dates can change. The proposed tax-rate ceiling, any spending changes and any action resulting from the proceeding have not been announced.

School construction updates

Midland ISD reported that security-vestibule additions at Franks and Houston schools were under construction. Renovations at the district’s Disciplinary Alternative Education Program and Police Department facilities at Midland Academy of Professional Studies were also underway.

Construction at Alamo Middle School was approximately 13% complete, according to the district’s July board-meeting recap. At Santa Rita Elementary, phase-one asphalt work for the drop-off drive was complete, while phase-two work was in progress.

The district also said the planned Storie Middle School and Encore Academy conversion was in the construction-document phase. Midland ISD expected the Encore Academy project to go out for bid in August 2026, begin construction in October 2026 and be completed in August 2027. Those are projected project milestones and could change.

Next dates

The city’s Aug. 12 proceeding is the next major public budget milestone identified in the published schedule. Midland ISD’s next regular monthly board meeting was scheduled for Aug. 25, 2026, at 5:30 p.m.

The city budget process could affect Midland’s fiscal planning, while the district’s facilities program includes school-security work, public-safety renovations and a multiyear campus-construction schedule.

The Hemphill County Appraisal District says its Canadian-area property-tax database will be updated in August and September as local taxing units propose and adopt 2026 rates.

CANADIAN, Texas — The Hemphill County Appraisal District has notified Canadian-area property owners that its local property-tax database will be updated regularly during August and September 2026, as local taxing units move through the process of proposing and adopting tax rates.

The district’s notice, posted June 10, 2026, marks a significant step in the annual process that will eventually determine property-tax bills. It does not, however, set a final 2026 rate or establish what any individual property owner will owe.

What is changing

During the August-September period, the appraisal district’s local property-tax database is scheduled for regular updates. At the same time, local elected officials will propose and adopt property-tax rates for the taxing units served by the Hemphill County Appraisal District.

Those adopted rates are part of the calculation that determines what property owners pay in property taxes. The current notice therefore gives Canadian property owners a timetable for forthcoming database and rate activity, rather than a final tax bill.

The practical effect for property owners is that information connected to their eventual tax obligations may continue to change during the update period. The approved information does not include an individual property valuation, an adopted 2026 rate or a final property-tax bill.

What the notice does not establish

The appraisal district notice does not say whether Canadian property values will rise or fall. It also does not say whether local tax rates will increase or decrease.

As a result, the notice should not be treated as a tax-increase announcement. It does not show that all Canadian homeowners will pay more, and it does not support a conclusion about the amount owed by any particular owner.

The next known steps are the regular database updates and the proposal and adoption of local property-tax rates during August and September 2026. A final effect on an individual property owner cannot be determined from the notice alone.

Where to follow the process

The Hemphill County Appraisal District’s official website identifies the district and its local property-tax database in Canadian, Texas, ZIP code 79014. The district serves Hemphill County taxing units.

The City of Canadian’s official municipal information portal provides City Council information and city-project information. That city source is the identified municipal path for following future local tax and budget records, while the appraisal district remains the source identified for the property-tax database and its update notice.

For Canadian property owners, the August and September window is best understood as a period for monitoring updated records and local rate decisions. The June 10 notice provides the schedule and explains the process, but it does not yet provide the final numbers needed to determine whether a specific property-tax bill will change.

Ravenna OH - A May 5 vote on a 0.25% municipal income tax for 30 years (starting July 1, 2026) failed 203–250, leaving Ravenna’s rate at 2.5%.

Ravenna voters decided the fate of a proposed 0.25% municipal income tax increase on the May 5, 2026 ballot.

Portage County’s unofficial canvass lists the question as 203 FOR and 250 AGAINST. That result means the additional 0.25% was not approved to take effect July 1, 2026.

Ballot recap: what voters were being asked to approve

According to the Portage County Board of Elections’ issue description, the proposal would have increased Ravenna’s municipal income tax rate by 0.25% for 30 years starting July 1, 2026, to support planning and constructing (and related work on) fire-station, police-station, and city-hall building purposes.

Official outcome: the measure lost in the canvass

In the Portage County canvass summary for the May 5 primary, the Ravenna city income tax question is recorded as 203 FOR and 250 AGAINST.

Because the measure did not carry, residents should not expect the proposed rate increase to begin on July 1, 2026.

What taxpayers should expect next: Ravenna’s current baseline rate

The City of Ravenna Finance Department describes the city’s current municipal income tax rate as 2.5% on wages and profits earned within the city limits.

With the proposed 0.25% increase failing, the city’s baseline rate remains aligned with the 2.5% figure described by Finance.

Where City Council fits in

In its June 1, 2026 regular meeting packet (posted July 2, 2026), Ravenna City Council listed communications that included the election results of the May 5, 2026 municipal income tax levy from the Portage County Board of Elections.

What to watch

While this specific ballot measure did not pass, facility/capital priorities connected to the proposal could still resurface through future budgeting and planning decisions. Residents may want to follow upcoming City Council agenda items for how Ravenna approaches those priorities without the extra 0.25% starting in July.
