The approval came after a Finance Committee vote on July 13 and full City Council action on July 15. West Loop alderpersons objected to plans to direct up to $287 million from the Canal/Congress TIF district toward the South Loop project.

The dispute is not over a direct city payment to build the stadium. Fire owner Joe Mansueto is privately financing the 22,000-seat stadium. The approved public package is intended to pay for surrounding infrastructure and other public assets.

What the nearly $425 million package covers

The approved work includes portions of LaSalle, 13th, 14th and 15th streets, along with improvements to Wells Street, Clark Street and Roosevelt Road.

The package also includes utilities, river-wall work along the South Branch, improvements connected to Metra tracks, publicly accessible open space and an approximately 1,200-space below-grade parking structure.

The garage is expected to be owned and operated by the City of Chicago. The Fire is expected to lease or use it on game days, but it would remain a public asset rather than part of the privately financed stadium.

Why West Loop officials objected

Ald. Bill Conway and other West Loop critics said shifting up to $287 million from the Canal/Congress TIF district could limit the city’s ability to address other downtown needs. They pointed to potential future work involving Union Station, bridge repairs and other infrastructure.

The concern is about opportunity cost, not a claim that West Loop projects have already been canceled. WTTW reported that projects in Conway’s ward would not be halted by the TIF transfer.

TIF districts capture future increases in property-tax revenue within designated areas to finance public improvements. In this case, the city plans to use money associated with the West Loop district to support infrastructure at The 78, which lies in the South Loop. The $287 million figure is an upper limit or planned contribution, not money already spent.

Why city officials support the investment

South Loop Ald. Pat Dowell and city officials have argued that the infrastructure is necessary to connect The 78 to the surrounding street network and support development on a site separated from nearby streets by a roughly 40-foot gap.

The city’s position is that roads, utilities, pedestrian improvements, river work and rail-related construction are needed to make the larger development site functional. The approved agreement is structured around reimbursement for eligible public improvements rather than city-funded stadium construction.

What residents should watch next

The next questions are implementation and oversight. Residents will be able to judge whether the approved roads, public spaces, utilities, river-wall work, Metra improvements and city-owned garage are delivered as described, and how reimbursements are made under the agreement.

The Red Line station once associated with the project was dropped from the plans reviewed by WTTW. That leaves the street connections, rail improvements and other infrastructure especially important to how commuters and nearby residents experience the site as construction and stadium operations advance.
