A damage report does not automatically qualify an individual for state or federal financial assistance. IEMA-OHS says damage assessment helps emergency managers understand the extent of harm, prioritize response and support possible disaster declarations and recovery funding.

What local governments must preserve

Counties, municipalities, townships, school districts, special districts and other eligible organizations have a separate responsibility. Under IEMA-OHS guidance, potential applicants must identify damage, costs and impacts, report costs by county and category of work, and submit information through the state and local emergency-management process.

Documentation can include location maps, photographs, estimates, bills, invoices, receipts, equipment and labor records, and contract documents. Organizations also report impacts such as shelters opened, businesses closed and schools closed.

ComEd said Tuesday that more than 2,300 workers were involved in restoration efforts across its service territory. CBS Chicago reported that the utility described the response as a multi-day restoration effort and was working to provide more localized restoration estimates.

Outage totals and estimated restoration times can change as crews inspect damage, isolate hazards and make repairs. Illinois American Water is seeking changes to the rates it charges for water and sewer service through the ICC’s formal rate-review process.
