Fils-Aimé said Haiti’s security was too weak for an August presidential vote, according to Reuters. That is the prime minister’s stated assessment, rather than an independent determination by an electoral authority or an outside security monitor.

The government was also negotiating with Haitian political parties over an electoral decree, the document expected to establish key rules for the process. The prime minister said the proposed election budget was not yet satisfactory, adding another unresolved administrative issue to the security problem.

The timetable therefore depends on more than setting a date. Security conditions, the electoral decree, financing and other administrative preparations would all need to advance before the proposed vote could proceed. A Congressional Research Service summary issued in December 2025 identified an August 2026 election plan but noted that implementation depended on transitional and security conditions being met.

Why the proposed delay matters

Haiti has been awaiting its first presidential election in roughly a decade. Another delay would extend transitional rule and leave the country without a newly elected president at a time when armed violence and displacement are placing additional pressure on public institutions.

The political transition is overseen by Haiti’s Transitional Presidential Council, while government officials and political parties continue discussions about the electoral process. The unresolved decree and budget mean that the country’s transition is still dependent on negotiations as well as on conditions outside the election administration itself.

The humanitarian situation adds to the stakes. In an April 17 briefing, the United Nations reported new displacement in Haiti following armed attacks. The UN said its 2026 humanitarian response plan required $880 million but had received $172 million, leaving it less than 20% funded at that point.

Those figures do not establish that the humanitarian funding gap alone will determine whether an election can be held. They show, however, that the proposed electoral timetable is unfolding alongside an underfunded response to a crisis involving new displacement.

What happens next

The next known steps are continued talks between the transitional government and political parties over the electoral decree and further work on the election budget and security arrangements. The August 2026 plan remains a proposal dependent on those conditions, not a final guarantee that voting will occur on schedule.

For now, the central question is whether Haiti’s authorities can establish sufficient security and complete the administrative preparations in time.
