Las Vegas Valley residents could comment before Clark County’s July 7 hearing on a proposed 2015 ozone attainment plan update to the NV SIP.

Las Vegas-area residents had a chance to weigh in as the Clark County Board of County Commissioners held a public hearing Tuesday, July 7, 2026, on a proposed revision to Nevada’s State Implementation Plan (SIP) aimed at moving the Las Vegas Valley toward the federal 2015 ozone standard.

The hearing was set for 10:00 a.m. (PT) in the Commission Chambers at the Clark County Government Center, 500 S. Grand Central Parkway, Las Vegas. On the agenda, the action tied to item No. 41 asked the Board to approve/adopt the plan and authorize the county director (or designee) to submit it to the Nevada Division of Environmental Protection (NDEP) and the U.S. Environmental Protection Agency (EPA) for review and approval as a SIP revision.

Why this is happening now

Under the federal Clean Air Act, ozone nonattainment areas are required to follow specific planning steps. Clark County’s air-planning materials describe the Las Vegas Valley as a “serious” ozone nonattainment area for the 2015 O3 NAAQS, after EPA reclassified the area as serious effective January 21, 2025 and set a new attainment deadline of August 3, 2027.

That “serious” classification is why Clark County and its air-quality staff are advancing the 2015 serious-area attainment plan through the required state and federal SIP process.

What the Board was being asked to approve

Agenda item No. 41 directed the Board to conduct the public hearing and consider taking action to:

approve and adopt the proposed 2015 ozone attainment plan revision, and

authorize the director (or designee) to submit the plan to NDEP and EPA as a revision to Nevada’s SIP.

It’s important to distinguish steps: board approval/adoption and authorization is a “send it forward” checkpoint. Final SIP approval remains with the state and EPA after their review.

What’s in the plan (the major pieces residents will see)

The county’s public notice lists the main Clean Air Act plan elements the serious-area revision is intended to cover, including:

Emissions inventory

Enhanced monitoring

Attainment demonstration

Nonattainment new source review

Reasonable further progress, RACM and RACT (reasonable control measures / reasonable available control technology)

Contingency measures

Enhanced motor vehicle inspection and maintenance (I/M)

Clean fuels vehicle program

Motor vehicle emissions budget for transportation conformity

The notice also states the plan includes a demonstration under Clean Air Act Section 179B(a).

How public input worked

Clark County posted a 30-day public notice for the proposed 2015 ozone attainment plan revision. Written comments were accepted until 5:00 p.m. (PT) Friday, May 29, 2026, and questions about the notice were directed to AQPlanning@ClarkCountyNV.gov.

The notice also says the Board considered the proposed plan along with written and oral public comments at the July 7, 2026 hearing at 10:00 a.m. (PT).

What to watch next after the hearing

After the public hearing and any Board action, the plan moves forward through Nevada’s SIP workflow, which includes state review and public process tied to SIP development. EPA’s ozone NAAQS timelines provide the broader federal schedule for serious nonattainment planning milestones.

Bottom line: this July 7 hearing was a required public-facing step in Clark County’s serious-area ozone compliance roadmap—so residents who commented (or want to follow up) should track whether the plan changes during state/EPA review and what EPA ultimately decides on the SIP revision.
