Under a July 6 Media Bureau notice, the window will open at 12:01 a.m. Eastern on November 4, 2026, and close at 6 p.m. Eastern on November 17. The original schedule called for filings from August 11 through August 25.

The window is for applications for new translator construction permits tied to eligible noncommercial educational stations. A translator can extend or improve the reach of a primary station, but the revised schedule does not guarantee that an applicant will receive authorization.

Why the FCC changed the schedule

The FCC said the delay responds to concerns that the summer timetable could limit participation in the first-ever reserved-band FM translator window. Groups representing student media, Tribal governments, volunteer broadcasters and community radio organizations said summer recesses, academic calendars, volunteer staffing and Tribal approval procedures could make it difficult for smaller applicants to complete the work.

Preparing an application also requires technical engineering, ownership and governance information. The National Congress of American Indians welcomed the additional time for Tribal governments, while industry reports said affected broadcasters and advocacy groups had sought a schedule that would give applicants more opportunity to organize.

The FCC described the revised dates as additional preparation time, not as a change to the underlying eligibility or selection system.

What changed

The FCC will stop accepting certain reserved-band and non-reserved-band low-power FM, FM translator and FM booster minor-modification applications after 11:59 p.m. Eastern on October 2. That limited freeze will continue through the November 17 filing deadline.

The agency also changed the “snapshot” date used to establish points and compare applications to November 17, the revised filing deadline. The FCC said the deadline will be strictly enforced and that it does not anticipate granting another extension. Applications filed before November 4 or after 6 p.m. Eastern on November 17 will be dismissed without further consideration.

What did not change

Applicants must still be the licensee or permittee of an existing noncommercial educational FM, noncommercial AM or low-power FM station that the proposed translator would rebroadcast. The general national limit remains 10 applications per applicant entity. Certain LPFM entities face lower limits: four applications for qualifying Tribal LPFM applicants and two for other LPFM applicants.

Technical protection rules, including interference requirements and protections for TV Channel 6 stations, remain in place. The FCC has said it will not authorize a station for every qualified applicant when proposals conflict. Mutually exclusive applications may be compared under the agency’s point system and, if necessary, a tie-breaker process.

Applications must be submitted electronically using FCC Form 2100, Schedule 349, through the FCC Licensing Management System. The FCC said the form will be available for data entry in LMS on August 3, 2026, so applicants can begin preparing before the November window opens.

What potential applicants should do now

Eligible broadcasters should confirm their relationship with a qualifying primary station, review the application cap, check channel availability and obtain engineering assistance. Organizations also should secure required ownership, board, educational or Tribal approvals and assemble the technical information required by Schedule 349.

Applicants should carefully review the form’s certifications and antenna, channel and facility information. The FCC’s procedures notice says applicants bear responsibility for submitting accurate, complete and timely applications, and technical errors can affect how a proposal is evaluated.

The delay is most likely to help organizations that rely on fall academic schedules, volunteer labor, Tribal government processes or limited engineering resources. It provides more preparation time, but it does not relax the rules or guarantee a new translator authorization.

The change affects an opportunity to apply for construction permits in the reserved noncommercial educational FM band. It does not authorize new stations or guarantee that an applicant will receive a permit.

Why the FCC moved the dates

The FCC said the delay followed requests from College Broadcasters, Inc., the Pala Band of Mission Indians, the National Federation of Community Broadcasters, Native Public Media, the National Congress of American Indians and the Community Media Assistance Project.

Those groups argued that an August window could make participation harder for student media outlets, Tribal communities and smaller rural community broadcasters. The agency said moving the window by several months would give interested parties more time to arrange engineering work, obtain organizational approvals and prepare applications for what it described as the first-ever filing window for new NCE reserved-band FM translator construction permits.

Radio World, in a commentary by Common Frequency CEO Todd Urick, described the original summer schedule as difficult for colleges, Tribal governments, nonprofit boards, volunteer-led stations and broadcast engineers. That account provides participant and specialist perspective; the FCC notice is the controlling record of the agency’s decision.

Important dates for applicants

FCC Form 2100, Schedule 349, became available for data entry in the Licensing Management System on August 3. Applicants may prepare their forms in advance, but the FCC will not accept applications before the filing window opens.

A limited filing freeze begins after 11:59 p.m. Eastern on Friday, October 2. Until the window closes on November 17, the FCC will not accept specified minor-modification applications for reserved-band and non-reserved-band LPFM stations, FM translator stations or FM booster stations.

The FCC said applications must be filed between November 4 and November 17. The deadline will be strictly enforced: applications filed before November 4 or after 6 p.m. Eastern on November 17 will be dismissed without further consideration. What FM translators do

FM translators generally rebroadcast programming from an existing station to improve or extend its coverage. The filing opportunity is limited to applicants that meet the FCC’s existing eligibility rules, including qualifying licensees or permittees of noncommercial educational FM, noncommercial AM or LPFM stations, subject to the applicable rebroadcast and technical requirements.

The reserved band generally covers 88.1 to 91.9 MHz. Translators can help fill coverage gaps or improve reception, but applicants still must satisfy technical, eligibility, ownership, contour, interference, Channel 6 protection and other requirements.

The July 6 notice changed the filing and freeze dates but said the other instructions and procedures in the FCC’s June filing notice remain applicable. It also said the availability of channels, technical feasibility and the number of mutually exclusive applications will shape the outcome. Where applications conflict, the FCC will use its comparative selection procedures.

What applicants should do now

Potential applicants should use the additional time to confirm eligibility, identify a technically workable frequency and site, arrange qualified engineering assistance, secure required organizational approvals and prepare Schedule 349 before the filing window begins.

Applicants should also review any planned minor modifications that could be affected by the October 2 freeze. The freeze does not eliminate the FCC’s underlying technical or eligibility rules, and the November window does not ensure that every qualified application can be granted.

What happens after filing

The FCC will use November 17, 2026, as the snapshot date for establishing comparative points and comparing applications. If applications are mutually exclusive, the agency’s point system and other selection procedures will determine which proposals advance under the existing rules.

The number of applications, available spectrum and technical conflicts remain uncertain. For eligible broadcasters, the practical change is more preparation time—not a guarantee of a new signal, permit or local emergency-communications service.
