Oklahoma Human Services (OKDHS) says the anticipated open enrollment date for LIHEAP Summer Cooling for federal fiscal year 2026 is Tuesday, July 14, 2026. OKDHS also cautions that several factors could result in delayed open enrollment.

What to expect from OKDHS:

It’s not an emergency assistance program.
Processing may take up to 60 calendar days.
Funding is contingent on federal funds, and each program remains open until funds are expended.

Because processing isn’t instant, residents who need help staying cool should use cooling centers while applications are being processed and apply during the open-enrollment period.

Electric shutoff protections during extreme heat (and what you must do)

The City of Oklahoma City says electric utilities may not disconnect service if the heat index is 101°F or hotter, according to the Oklahoma Corporation Commission (OCC).

OCC’s notice explains that the rule applies in areas where morning or updated National Weather Service forecasts predict a heat index of 101°F or hotter during the next 24 hours (or an observed heat index reaches that point). OCC also says utilities must delay disconnects for customers who can document that a loss of power would be life-threatening or who can show they’ve applied for financial aid through federal, state, or local agencies to help pay what the utility is owed.

OCC adds that those customers must be willing to enter deferred payment agreements. The rule also does not apply in cases involving customer tampering or false/misleading information.
