										<content:encoded><![CDATA[<p>Virginia Beach residents will start seeing several FY 2027 fee changes effective July 1, but the biggest household impact is on the water portion of the City Services Bill.</p>
<p>The new water service availability fee is $6.30 per month, up 30 cents, and the water usage rate is $6.54 per 1,000 gallons, up 31 cents. The city says those charges help cover meter maintenance and the cost of providing and maintaining water service across Virginia Beach.</p>
<p>One important offset: sanitary sewer did not increase in FY 2027. The city says there is no increase to the sanitary sewer fee in the adopted <a href="https://budget.virginiabeach.gov/" rel="nofollow noopener" target="_blank">budget</a>.</p>
<p>The changes go beyond utilities. Virginia Beach also raised some optional fees for Parks &amp; Recreation, trash and recycling can replacement, yard debris trailer rentals, and nonresident digital library access.</p>
<p>City Council adopted the revised FY 2026-27 budget and Capital Improvement Program on May 12 by an 11-0 vote. The budget site says the adopted budget governs the fiscal year that begins July 1 and ends June 30.</p>
<p>For residents, the practical takeaway is simple: check the water line on your next bill, and don’t assume the sewer charge moved with it.</p>

<p>The cooling sites are Meyera E. Oberndorf Central Library, 4100 Virginia Beach Blvd., and Princess Anne Area Library, 1444 Nimmo Parkway. At Central Library, only the lobby, restrooms and meeting rooms will be open; the rest of the branch stays closed. Princess Anne Area Library will have full building access. The Housing Resource Center will offer cooling shelter only, with no food service, for people experiencing homelessness.</p>
<h2>Holiday schedule changes</h2>
<p>The city says all administrative offices are closed Friday, July 3. Other closures include the Commonwealth’s Attorney’s Office, court offices, the Convention Center administrative offices, the Department of Public Health, museums and Waste Management offices. Community recreation centers, the landfill and Resource Recovery Center, the West Neck Recycling Center and the Animal Care &amp; Adoption Center are open July 3 but closed July 4.</p>
<p>City parks remain open regular hours, EMS lifeguard stands are staffed through the holiday period, and solid waste collection stays on schedule Friday, July 3. The Fire Department also says extreme dry conditions and fireworks can spark brush or structure fires, and even small embers can spread quickly through grass, mulch, roofs, decks, vehicles and other dry fuel.</p>
<p>The bottom line: use the cooling centers if needed, limit outdoor time during peak heat, and be careful with anything that can throw a spark.</p>

The <a href="https://www.nao.usace.army.mil/VBCSRM/" rel="nofollow noopener" target="_blank">U.S. Army Corps of Engineers Norfolk District</a> says comments on the Virginia Beach Coastal Storm Risk Management Feasibility Study were due June 30, 2026.</p>
<p>The study is a federal-city partnership focused on storm surge flooding, waves, erosion and sea-level change. It is still a feasibility study, so the work is about evaluating options rather than approving a final construction project.</p>
<h2>June engagement centered on input</h2>
<p>The city and the Corps scheduled three public engagement opportunities June 10-17 to share information and hear from residents, including an in-person meeting June 17 at Frank W. Cox High School. City materials said residents were encouraged to attend to learn more and ask questions.</p>
<h2>What comes next</h2>
<p>The Corps’ current schedule lists a tentatively selected plan for November 2026, followed by a public release of the integrated draft report and environmental assessment in December 2026. The schedule then shows command validation in May 2027 and a chief’s report in May 2028.</p>
<p>For Virginia Beach residents, the next updates should show which coastal-risk option rises to the top and how the study narrows the city’s long-term flood-protection choices.</p>

<p>Public Works is raising the trash and recycling can replacement fee to $100 per can. Yard-debris trailer rentals will cost $50 for a one-day rental and $150 for a weekend rental.</p>
<p>Parks and Recreation fees are also going up in several areas, including recreation-center memberships, room and pool rentals, childcare and aquatics-related courses. Examples include a resident annual membership of $125, an adult day pass of $15 and all-day early childhood childcare at $847 a month.</p>
<p>The bottom line: this is a set of targeted fee and rate changes tied to the adopted budget, not a citywide tax hike. Many residents will only see a bill change if they use one of the affected services.</p>

<p>The city posted its formal hearing schedule on April 6. That sets up public hearings at 6 p.m. on April 15 at the Virginia Beach Convention Center and April 21 at City Hall, followed by a reconciliation workshop on May 5 and a final council vote on May 12.</p>
<p>That timeline matters because the budget is still a proposal, not a final plan. Council members are now taking department questions, public testimony and online feedback before they decide what stays in, what changes and what gets trimmed.</p>
<h2>What is in the proposal now</h2>
<p>City Manager Patrick Duhaney presented the proposed budget on March 24. The city says it would maintain current service levels while adding a one-time 10.1% personal property tax credit, capped at $80 per vehicle based on assessed value.</p>
<p>For many households, that is the most visible item to watch. The city says the credit would apply to each personal vehicle owned by a Virginia Beach resident if the budget is approved. It is not a permanent rate change, and it has not been adopted yet.</p>
<p>The proposal also includes about a 3.5% salary increase for city positions in July, plus an additional January 2027 increase for non-sworn employees. The city says school staffing would still see reductions tied largely to federal grants that have ended, even as the broader budget aims to keep services in place.</p>

The budget portal points people to the city’s feedback tools, including its online balancing exercise and SpeakUp VB platform. The city says all comments submitted there will be provided to City Council.</p>
<p>The city is also holding budget workshops on April 7, April 14, April 21 and April 28, when council members question departments about spending plans before the May reconciliation session.</p>
