<p>Eligible producers may seek FSA emergency loans for qualifying drought-related needs. The program may cover costs such as replacing essential property, meeting production expenses, refinancing certain debts and other eligible expenses, subject to federal requirements.</p>

<p>The Department of <a href="https://ecology.wa.gov/water-shorelines/water-supply/water-availability/statewide-conditions" rel="nofollow noopener" target="_blank">Ecology</a>’s current statewide roundup lists snowpack at 0% of normal for the calendar date and shows many July-through-September streamflow forecasts below 75% of normal. Ecology declared the emergency on April 8, 2026, after a warm winter and precipitation deficits that compounded drought conditions from prior years.</p>
<p>For residents, the declaration is primarily a statement about water-supply conditions and the state’s response tools. It does not automatically impose the same household-use restrictions across Washington. <h2>Yakima water users face the clearest allocation risk</h2>
<p>The Yakima Basin is a central concern for agriculture and fish. Ecology’s current roundup cites a July 3 Bureau of Reclamation estimate that 56% of the total water supply available would be available to proratable users for the April-through-September season.</p>

<h2>Who faces the greatest heat risk</h2>

<p>Residents should drink water regularly, limit strenuous activity during the hottest part of the day, use air-conditioned or otherwise cool spaces when possible and check on neighbors and relatives who may be isolated or unable to cool their homes. <h2>What changed in the latest assessment</h2>
<p>The national pattern is uneven rather than uniformly worse. Drought expanded or intensified across large parts of the Northern Plains and Upper Midwest, while heavy precipitation brought improvement to portions of the Eastern United States. The West saw a mix of improvement and degradation.</p>
<p>The U.S. Drought Monitor uses five categories, from D0, or abnormally dry, through D4, or exceptional drought. The categories describe the severity of moisture shortages and related effects, but conditions can differ within a classified area depending on local rainfall, soil, water supplies and infrastructure.</p>
<h2>Water supplies are under pressure in some regions</h2>
<p>Federal regional reporting documents below-normal groundwater and streamflows, dry wells, water restrictions and declining reservoirs or underground wells in affected areas. Those conditions can put additional pressure on household wells, municipal systems, farms and other water users.</p>
<p>A July 16 <a href="https://www.drought.gov/drought-status-updates/drought-status-update-mid-atlantic-2026-07-16">Mid-Atlantic drought update</a> reported groundwater levels much below normal in parts of the region, mixed streamflows, dry wells and water restrictions, along with crop and tree stress. It also said heavy rainfall had improved drought conditions in some areas and that further improvement was expected. Because the report reflects information available on July 16, it is a regional snapshot, not a newer nationwide measurement.</p>
<p>For residents and businesses, the practical effects can include limits on outdoor water use, greater reliance on stored or pumped supplies and more pressure on local water systems. The severity depends on local infrastructure, recent rainfall and the condition of individual wells, reservoirs and streams.</p>
<h2>Farms and vegetation are also showing stress</h2>
<p>Drought can reduce soil moisture and increase irrigation pressure even when conditions vary from one county or watershed to the next. Federal updates describe stress affecting crops, trees and other vegetation, as well as agricultural losses in some affected areas.</p>
<p>Those reports document pressure on farms and agricultural users, but they do not establish that drought has caused a particular nationwide food-price increase. Any consumer-price effects would depend on the crop, the region, the scale of production losses and broader market conditions.</p>

<p>Puerto Rico and the U.S. Virgin Islands are also affected U.S. jurisdictions. A July 23 <a href="https://www.drought.gov/drought-status-updates/drought-update-puerto-rico-and-us-virgin-islands-2026-07-23">federal update for the U.S. Caribbean</a> described water rationing, critically low streams, declining reservoirs and underground wells, stressed vegetation, agricultural losses and limited replenishment of household cisterns. It reported more than 300 brush-fire reports in Puerto Rico during July.</p>
<h2>What to watch through October</h2>
<p>NOAA&#8217;s August-through-October Seasonal Drought Outlook calls for a mixed pattern rather than uniform deterioration nationwide. Its discussion favors persistence or further expansion in some northern areas and the U.S. Caribbean, while projecting improvement in portions of the West and Plains. The outlook is a forecast, not a policy decision or a guarantee of local conditions.</p>
<p>Readers should monitor weekly Drought Monitor updates, local water restrictions, streamflow and groundwater notices, reservoir conditions and fire-weather alerts. The next weekly assessments will show whether worsening conditions continue in the Northern Plains and Upper Midwest or whether rainfall produces further improvement in the East and elsewhere.</p>

The extra time could help the city bring new supplies online, but it has not solved the region’s underlying water problem.</p>
<p>The City of Corpus Christi’s water dashboard uses western-reservoir inflows through July 26, 2026, and describes September 2028 as a model projection that can change with rainfall, demand, project schedules, pipeline operations and other supply conditions. It is not an emergency declaration, and it does not mean the city is about to shut off household water.</p>
<h2>What changed</h2>
<p>Earlier city projections placed the 180-day emergency trigger much sooner. Spring rains moved the estimate to September 2027. The latest dashboard now projects September 2028 after additional floodwater improved the expected inflows into the Choke Canyon Reservoir and Lake Corpus Christi system.</p>
<p>The projection also assumes that the Nueces Groundwater Program continues operating under its permit and monitoring plan, reclaimed-water deliveries begin in December 2026 and increase through 2027, wholesale customers reduce demand as new projects come online, and the Mary Rhodes Pipeline generally operates at Schedule 4, or 72 million gallons per day. The city’s assumptions include temporary reductions for maintenance and upgrades at the pipeline system.</p>
<p>Corpus Christi Water serves municipal and industrial customers across a seven-county service area. Its western supplies are Choke Canyon Reservoir and Lake Corpus Christi, both in the Nueces River Basin. Its eastern supplies include Lake Texana and Colorado River water delivered through the Mary Rhodes Pipeline. The city says those eastern sources remain available even if the western reservoirs weaken.</p>
<h2>Why the floodwater buys time but does not end the risk</h2>
<p>Runoff from the Frio, Atascosa and Nueces river systems is moving toward the reservoirs that supply Corpus Christi. The largest early gains were at Choke Canyon. <a href="https://www.texastribune.org/2026/07/27/corpus-christi-water-texas-floodwater-emergency/" rel="nofollow noopener" target="_blank">Texas Tribune</a> reporting said the reservoir rose from 7.9% of capacity on July 20 to 19.8% by July 25, while additional water was still moving downstream.</p>
<p>That is meaningful relief, but it is not a return to normal storage. The same reporting described Choke Canyon as still severely depleted and said it was too early to know whether the floodwater would become a lasting drought buster. Lake Corpus Christi and Choke Canyon remain vulnerable to future rainfall, runoff, evaporation, demand and the amount of water that reaches and stays in storage.</p>
<p>Corpus Christi relies heavily on surface water, so a single flood event cannot permanently secure the system. The inflows may postpone restrictions and give the city more time to complete groundwater, reclaimed-water and other supply projects. They do not eliminate the need for conservation or long-term planning.</p>
<h2>What a Level 1 emergency means</h2>
<p>Under Corpus Christi’s 2025 amended Drought Contingency Plan, a Level 1 Water Emergency begins when the city manager or designee determines that the city is within 180 days of its total water supply failing to meet total demand.</p>
<p>That trigger is a supply-and-demand warning. It is not the same as running out of water. The plan allows the city manager or designee to modify the timing if alternative sources, such as the Mary Rhodes Pipeline or a future desalination facility, can fully meet regional demand.</p>
<p>The dashboard’s September 2028 date therefore should be read as a forecast, not a scheduled declaration. The formal decision belongs to the city manager or designee and can move earlier or later as conditions change.</p>
<h2>Who could be affected</h2>
<p>The direct effects would fall on Corpus Christi customers, wholesale customers and large-volume users connected to the city’s water system. The plan applies to customers receiving Corpus Christi water on a wholesale basis and requires wholesale contracts to include comparable restrictions, surcharges or rationing measures for customers served through resale systems.</p>
<p>The plan provides for pro-rata allocation of available supplies to raw-water and treated-wholesale customers when the applicable shortage criteria are met. Monthly allocations are based on customer usage baselines and can be adjusted under the plan’s procedures.</p>
<p>Residents elsewhere in Texas would not automatically face Corpus Christi’s restrictions. The local consequences could nevertheless reach communities and industries across the Coastal Bend through wholesale contracts, regional water demand and the petrochemical and port economy that depends on reliable supplies.</p>
<h2>What reductions and charges could follow</h2>
<p>The amended plan lists a 25% target demand reduction for a Level 1 Water Emergency. That target is different from the 5% reduction associated with the water-shortage watch and Stage 1, and from the 10% and 15% targets listed for Stages 2 and 3.</p>
<p>The plan also authorizes emergency surcharges. During a Water Emergency, it lists $4 per 1,000 gallons for irrigation accounts, residential use above 7,000 gallons and commercial use above 55,000 gallons. It lists a $12-per-1,000-gallon surcharge for non-exempt large-volume accounts above the stated threshold, with separate provisions for wholesale customers. These charges would apply under the plan’s emergency provisions and applicable city action; the projection alone does not impose them.</p>
<p>The plan’s water-emergency restrictions include prohibiting landscape irrigation and washing motor vehicles, boats, trailers and similar vehicles. Earlier drought-stage requirements remain relevant until the city changes them. Residents and businesses should follow current city notices rather than wait for the projected 2028 date.</p>
<h2>What could change the forecast</h2>
<p>The projected date depends on more than reservoir levels. The city’s model assumes continued groundwater operations, reclaimed-water deliveries beginning in December 2026, demand reductions by wholesale customers and specified Mary Rhodes Pipeline operations. Delays, outages, weaker inflows or higher demand could pull the projection forward. More rain, stronger project performance or additional supplies could push it back.</p>
<p>The city is also advancing groundwater and reclaimed-water work while considering longer-term projects, including the proposed Inner Harbor seawater desalination facility. The amended drought plan identifies future desalination as a possible alternative source, but the facility remains a proposal until the city formally approves, finances and builds it.</p>
<p>For residents and businesses served by Corpus Christi Water or its wholesale customers, the immediate takeaway is straightforward: the flood-related inflows have bought time. They have not eliminated the need to conserve water, watch city notices or resolve how the Coastal Bend will secure reliable supplies after the current runoff fades.</p>

<p>The restrictions began June 15 and affect City of Durham water customers. Residents, businesses, landscapers and large water users should follow the Stage 2 rules unless a specific exemption applies.</p>
<h2>What Durham customers cannot do</h2>
<p>Spray irrigation of landscapes with city water is prohibited under Stage 2, including hose-end sprinklers. The city says there are no watering days under the current stage.</p>
<p>Customers also may not use city water to wash vehicles, except at commercial or institutional car washes operating under the ordinance.</p>
<p>City water may not be used to clean or wash exterior building surfaces, decks or paved areas such as sidewalks, driveways, roadways and parking lots. Exceptions apply when cleaning is needed because of a health or safety issue or before painting or repainting.</p>
<p>Decorative fountains, ponds and pools generally may not be filled with city water unless the water is recycled. Pool water may be added only to replace evaporation or spillage and to keep chemical feeders operating.</p>
<h2>What remains allowed</h2>
<p>Limited outdoor watering is still permitted. Durham allows hand watering, drip irrigation and tree or shrub watering bags. Those options do not create a general exception for spray irrigation.</p>
<p>The city’s Stage 2 guidance also lists limited exemptions for containerized plants and commercial plant stock held for sale, certain short-term watering needed after chemical treatment, supervised system checks and facilities operating under approved Water Conservation Plans. Residents and businesses should review the city’s current rules before relying on an exemption.</p>
<h2>What businesses need to know</h2>
<p>Restaurants should serve drinking water only when a customer asks for it. The guidance is intended to reduce unnecessary potable-water use while still providing water to customers who request it.</p>

<p>The biggest takeaway from April 10 may be whether staff can give a specific execution date instead of a general promise that the contract is coming soon.</p>
<p>If the city can do that, residents will have a stronger signal that desalination is moving from planning toward construction. If staff cannot narrow the timeline, questions about delivery, financing, and short-term water planning are likely to remain.</p>
<p>Either way, the workshop should not be treated as proof that new water will arrive immediately. Desalination is a longer-run supply move. <p>That is the main takeaway from the region’s April 1 snow-year benchmark and <a href="https://tmwa.com/your-water/topics-facts/assigned-day-watering/" rel="nofollow noopener" target="_blank">TMWA</a>’s April 2 water-supply outlook. The short version is that weak snowpack is a real concern, but it is not the only thing driving Reno’s 2026 water picture.</p>
<h2>Why the snow headlines and water outlook do not match</h2>
<p>Local reporting from KOLO and 2 News said TMWA measured precipitation at about 106 percent of median for this point in the water year. The problem was not a total lack of moisture. It was that too much of that moisture arrived as rain instead of snow, especially during warmer storms, at lower elevations, and earlier in the season.</p>
<p>That helps explain the contradiction. Smart About Water’s regional dashboard showed very weak April 2 snow-water-equivalent readings, with the Lake Tahoe Basin at 18 percent of average and the Truckee River Basin at 21 percent of average. KOLO also reported that statewide April 1 snowpack readings were at record lows across much of Nevada.</p>
<p>For Reno households, though, poor snowpack does not automatically translate into an immediate shortage at the tap.</p>
<h2>Why Reno is buffered this year</h2>
<p>TMWA’s system does not depend only on what is sitting on the mountains in early April. It also depends on storage in Lake Tahoe and other upstream reservoirs, plus the operating rules that govern Truckee River releases through the season.</p>
<p>According to TMWA hydrologist Kara Steeland, as reported by KOLO and 2 News, there is enough water in Lake Tahoe and upstream storage to maintain normal river flows this year. TMWA said it does not expect to release drought reserves under current conditions.</p>
<p>That buffer is visible in the official regional dashboard. On April 7, Smart About Water showed TMWA upstream storage at 43,799 acre-feet, while Lake Tahoe was at its maximum legal level. The same dashboard notes that required flow at the California-Nevada state line is managed through the season, which is part of why river conditions can stay more stable than snow headlines alone would suggest.</p>
<p>None of that means low snowpack is meaningless. A thin snowpack can still matter for runoff timing, summer heat, and how quickly conditions change. But for 2026, storage and river-management rules are doing a lot of the work.</p>
<h2>What still applies for residents and businesses</h2>
<p>This is not a free-pass year for outdoor water waste. TMWA’s standing assigned-day watering rules still apply as irrigation season ramps up for homeowners, renters, HOAs, landscapers, and businesses.</p>
<p>Under TMWA’s rules, addresses ending in an even number should run sprinklers on Tuesday, Thursday, and Saturday. Odd-numbered addresses water on Wednesday, Friday, and Sunday. Sprinklers should stay off on Mondays so the system can recover and be maintained. From Memorial Day through Labor Day, sprinkler use should also stop between 11 a.m. and 7 p.m. to cut evaporation. Drip systems and hand watering for trees, shrubs, flower beds, and vegetable gardens are still allowed any day.</p>
<p>The practical message for Reno is straightforward: the region is entering spring with a more stable water-supply outlook than the snowpack alone would suggest, but normal conservation rules still matter. The next things to watch are late-spring runoff, reservoir levels, and whether TMWA changes its guidance as peak summer demand gets closer.</p>
