The agreement allows the city to complete right-of-way needs so construction can continue on a connector road linking North Gloster Street to the retail site. City engineers say groundwork is already underway, with visible progress on grading and drainage.

Officials have emphasized that the road project is intended to improve safety and reduce congestion, particularly during peak shopping hours. Construction is expected to continue through the year.
