San Jose Council Debates Wastewater Funding, Investment Policy as Park, Housing Meetings Move Ahead

San Jose’s focus this week is firmly on infrastructure, investment policy, and neighborhood growth as several city discussions unfold.

Wastewater Funding and Investment Debate

At a recent City Council session, members debated long-term funding needs for the Regional Wastewater Facility, a system originally built in the 1950s that now requires major reinvestment. City data presented at the meeting shows more than $1 billion has already been committed to modernization projects over the past decade, with additional upgrades still ahead.

Councilmembers also discussed whether the city should adjust its investment policies in response to concerns about companies with federal immigration enforcement ties. The council directed staff to return within a year with a broader analysis comparing San Jose’s approach to peer cities before making permanent changes.

Neighborhood Park Improvements

Downtown community partners highlighted recent improvements at Arena Green, where local agencies and nonprofits have collaborated on park revitalization efforts. The updates are part of a broader push by Parks and Recreation to activate public spaces and improve safety, landscaping, and access along the Guadalupe River corridor.

Community involvement has played a visible role, with volunteer groups and city crews working together on cleanup and enhancement projects.

Development and Community Meetings

On March 30, residents gathered for a community meeting on the Camden Park All-Inclusive Playground Project, one of several neighborhood-level capital efforts now in planning or early design phases. The project aims to expand accessible recreation options for families across West San Jose.

Additional planning and rezoning discussions are also on the calendar this week, reflecting steady activity in housing and mixed-use development citywide as San Jose works to balance growth, infrastructure capacity, and fiscal constraints.
