The House‘s June 30 floor fight over election rules stopped the defense bill from moving that day. Lawmakers voted 198-224 against H.Res. 1398, a rule that would have opened debate on the fiscal 2027 National Defense Authorization Act and related bills.
The standoff centered on SAVE America Act demands. House GOP holdouts pushed leaders to move the elections bill alongside the NDAA, and CBS News said the proposal would add voter ID and proof-of-citizenship requirements. In a February House Administration Committee statement, Chairman Bryan Steil said voter ID and proof of citizenship were commonsense principles and said the committee oversees federal election policy.
The rule vote was procedural, not final passage of either bill. When it failed, the House could not move ahead on that package, and Breaking Defense said the timeline for NDAA passage was left unclear. CBS News also reported that House leaders canceled votes for Wednesday and Thursday before the July 4 recess.

The House is scheduled to return on July 13. The key question is whether leaders retry the rule, rewrite the package, or separate the defense bill from the election fight.
